UNIT DESCRIPTION
The Planning and Project Management Unit (PPMU) plans and executes professional and responsive facilities support services including: engineering and design; construction; master planning, space planning and real property management; and incorporates environmental, energy and sustainability facility improvements for FBI tenant customers and stakeholders at several FBI-owned offsite locations

PHYSICAL DEMANDS
The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
MAJOR DUTIES

• Lead Enterprise Master Planning: Develop and maintain comprehensive master plans, campus development strategies, and long-range facility plans that align the FBI's real property portfolio with current and future mission requirements.
• Support Strategic Capital Planning: Identify, analyze, and prioritize facility modernization, recapitalization, infrastructure, and consolidation initiatives, translating operational needs into executable capital investment strategies.
• Conduct Planning and Site Analysis: Perform land-use, facility utilization, infrastructure capacity, and development analyses using GIS, facility condition data, space planning information, and other planning tools to evaluate alternatives and recommend optimal solutions.
• Coordinate Stakeholder Requirements: Lead engagement with FBI executives, operational divisions, project managers, engineers, architects, and external partners to collect requirements, resolve competing priorities, and build consensus on long-term planning initiatives.
• Support Enterprise Initiatives: Serve as the planning lead for strategic initiatives, including the Southern Consolidation (SOCO) program and other campus modernization efforts, ensuring alignment with the FBI's long-term real property vision.
• Establish Project Inception and Governance: Develop planning methodologies, project prioritization criteria, and governance processes that ensure future capital projects are aligned with approved master plans, funding strategies, and organizational objectives.
• Provide Technical Planning Expertise: Advise senior leadership on planning best practices, facility trends, infrastructure requirements, land-use decisions, and opportunities to improve operational efficiency, sustainability, and stewardship of the FBI's real property assets.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:

• Experience leading complex master planning, campus development, or strategic real property planning initiatives involving multiple stakeholders, competing mission requirements, and long-range capital investment strategies.
• Experience analyzing and integrating facility, infrastructure, space utilization, and Geographic Information Systems (GIS) data to develop master plans, modernization strategies, facility consolidation plans, and executive-level planning recommendations.
• Experience advising senior leadership and building consensus across multidisciplinary organizations by translating operational requirements into long-term planning solutions, developing business cases, and presenting strategic recommendations that inform real property and capital investment decisions.

ADDITIONAL INFORMATION

• Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months.
