You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:

• Carrying out the assignments in conformance with accepted policies and practices for assigned program areas;
• Exercising judgment in selecting and applying available guidelines related to specific problems or issues;
• Applying practical knowledge of the basic concepts, principles, regulations, and policies related to logistics and procurement management; and
• Identifying situations or issues and choosing the best approach according to established procedures and practices.

Education: Have a master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two(2) academic years of progressively higher-level graduate education leading to such a degree.
OR
Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:

• Monitoring and advising on a variety of administrative problems or situations (i.e. budget, personnel, travel, space, logistics);
• Exercising judgment in choosing, interpreting, applying, and modifying available guidelines for adaptation to specific problems or issues;
• Identifying administrative problems or issues related to logistics and procurement management; and
• Identifying a variety of issues and their factual relationships, analyzes relevant factors and conditions and chooses a course of action from many alternatives.

Education: Have a Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher-level graduate education leading to such a degree;

Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
