Job description

This is a full-time position and receives all benefits afforded to regular employees. The work schedule is 40 hours per week. 

Summary: This position is responsible for the appraisal of property in Glynn County for taxation assessment purposes. An incumbent in this position may be designated “Property Appraiser I, II, or III" depending on applicant qualifications.

Minimum Salary: Appraiser I - $47,489, Appraiser II - $52,419, and Appraiser III - $57,861 - DEPENDING ON QUALIFICATIONS

MAJOR DUTIES

  • Generates pre-inspection property reports and compiles documentation on properties to be visited; performs desk audits and researches properties to be inspected for permits, changes, discrepancies, sales, etc.
  • Utilizes specialized software systems, databases, and other data sources to research properties and ensure the accuracy and completeness of data; utilizes maps, directories, and software programs to locate properties.
  • Performs field appraisals of structures, accessory buildings, mobile homes, or site improvements; measures, sketches, photographs, and documents size, quality, condition, and other features pertaining to the valuation of property.
  • Enters data and uploads photographs into the software system; maintains all related files and records.
  • Engages with property owners during site visits to confirm the accuracy of collected data and to gather additional information as needed; communicates with taxpayers to explain the appraisal and appeal process.
  • Compiles and evaluates all relevant property information to calculate a fair, accurate, and dependable property value for the annual Tax Digest and Mobile Home Digest
  • Responds to appeals and represents the Board of Assessors at Board of Equalization hearings, before hearing officers, and before the court as assigned; analyzes sales rations, identifies comparable properties, and prepares change or no-change forms for the appeal process; performs analysis and prepares index studies, land schedules, and rate factors.
  • Receives and processes personal property tax returns and performs desk audits.
  • Processes applications for homestead exemptions.
  • Participates in staff meetings, professional development sessions, and industry-related seminars or conferences.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of trends in the real estate market.
  • Knowledge of relevant federal and state laws, county ordinances, and department policies and procedures.

  • Skill in reading and interpreting maps, deeds, and costing manuals.

SUPERVISORY CONTROLS
The Real Property Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES
Guidelines include the Official Code of Georgia Annotated, the Appraisal Procedure Manual, Department of Revenue regulations, and department and county policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK

  • The work consists of varied property appraisal duties. Strict guidelines and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to perform appraisals of property in the county for tax assessment purposes. Successful performance helps ensure the fair and accurate valuation and taxation of property.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.
  • The work is typically performed in an office, vehicle, and outdoors. The employee may be exposed to noise, dust and dirt, machinery with moving parts, and inclement weather.

Minimum Qualifications: High school diploma or GED; supplemented by college level course work or vocational training in property appraisal or property assessment; supplemented by two (2) years previous experience and/or training involving personal property appraisal, real property appraisal, or property assessment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Georgia Property Appraiser I, Appraiser II, or Appraiser III certification based on position held.
