Department
Chief Executive Office (CEO) - The Office of the CEO contributes to realizing this purpose by developing and implementing Pact's strategy and oversees all operational and financial matters of the organization. The team consists of a small group of professionals dedicated to supporting Pact's President and CEO with decision-making, day-to-day management of the organization, and execution of strategic priorities. The Office of the CEO interacts with staff from a wide cross-section of the organization and leads many of the most high-profile initiatives the organization embarks upon. This office also supports the CEO with Board of Director engagement and staff communication as well as oversight of Pact's subsidiaries.
Position Overview
Pact's VP Global Health will lead the global health portfolio's next phase of growth, innovation, and impact. The VP Global Health is an enthusiastic/, respected public health professional with significant, relevant experience delivering health programs. In addition, the VP is a strategic leader with proven leadership and management experience. The VP reports to the President/CEO and is a member of Pact's Senior Management Team (SMT). SMT members serve as thought leaders and partners in the work and in creating a supportive environment for staff. The VP will have authentic passion for the work, Pact's Engaged Communities approach, and the potential of Pact in the new development assistance environment. The VP will have the relational skills, vision, strategic acumen, and courage to shape a bold future.
Key Responsibilities
Provide strategic and technical leadership for Pact's global health portfolio with strong focus on growth, impact, and results.
  • The VP Global Health will provide vision and strategic direction, engage and inspire team members, colleagues, partners, and funders and work collaboratively across health and Pact's other Impact areas to solve complex problems and develop innovative approaches that show Pact's unique strengths.
  • The VP Global Health will embrace the dual mandate of growing the current portfolio while developing a future direction for the health portfolio.

Build Pact's visibility, relationships, and position in global health.
  • The VP Global Health will serve as a senior external representative of Pact's global health work, building and strengthening relationships with key global donors, strategic partners, health institutions, governments, and other stakeholders.
  • The VP will raise Pact's visibility and credibility in global health and identify viable opportunities for new partnerships, diversified funding, and portfolio growth.
  • The VP will represent Pact at global and domestic conferences and events, in the media and through oral and written presentations, publications, thought leadership, and other external communications.

Lead Strategy Development and Execution:
  • The VP Global Health will lead development of Pact's global health portfolio strategy, fostering innovation and fresh thinking. The VP Global Health will spearhead the process of envisioning a bold, unique, and impactful future consistent with the Pact's mission, core capacities and difference-making potential. With the team, the VP Health will define strategic priorities, identify areas for growth and innovation, and develop and operationalize annual and long-range plans.
  • Balancing direction setting with shared vision and ownership, direct a process to review/update the Global Health framework in light of market developments and Pact's evolving capabilities in health.
  • Oversee effective and successful implementation of all health activities, including business development, delivery of programs, thought leadership and knowledge management.
  • Manage Global Health's Business Development efforts in market analysis, positioning, bid prioritization, resource allocation, and quality assurance for bid efforts.

Provide Technical and Organizational Leadership.
  • As a member of Pact's Senior Management Team and Program Unit Leadership Team, build linkages and contribute to a culture of collaboration across all teams.
  • Liaise with other Impact Leaders and Regional Leaders to identify and support synergies with other Impact areas and business streams.
  • Actively seek ways to strengthen Pact's s strategic affiliation with strategic partners and alliances
  • Ensure that health approaches on project and proposals are technically sound and appropriate. Ensure lessons learned on projects and proposals are captured, shared, and integrated for a cohesive technical approach across the Global Health Portfolio.
  • Question conventional approaches and encourage new ideas in order to position Pact as a thought leader and innovator in the industry. Demonstrate thought leadership by presenting at conferences and industry events.

Lead and manage the global health team and foster a strong collaborative culture
  • The VP Global Health will have significant executive experience and a record of building collaborative, high-performing teams and working across organizations. The VP Global Health will recruit and develop strong talent and will contribute to a positive culture of respect, integrity , and inclusiveness. The VP Health will have the financial, operational, and business acumen to manage budget, inspire and mentor a dispersed global team, and foster professional development.
  • Directly or indirectly manage a pool of global health talent in the US and elsewhere. Intentionally gauges technical staffing needs, assessing capabilities, and attracting/retaining top talent.
  • Foster a collaborative and supportive environment within the Global Health technical team, with strong emphasis on mentorship and professional development. Help create a work environment where diversity and individual differences are valued and leveraged.
  • Commit to the highest possible ethical and compliance standards as the bedrock of our behavior in delivering health programs and undertaking business development activities
  • All other duties as assigned

Basic Requirements
  • Master's degree and 13+ years relevant experience or equivalent combination of education and experience, including 9 years of management experience.

Additional Specific Requirement include:
  • Reputable leader with an advanced clinical degree (MD) in family medicine, primary care, pediatrics or a relevant global health discipline with significant leadership experience, and results in international health and other contexts.
  • A master's degree or higher in public health, medicine, or a related discipline plus at least 15 years' professional experience in international development
  • 15-20+ years of development program implementation in low resource settings with a variety of multi-lateral and bilateral donors
  • Significant experience working in global health within the context of international development. Extensive health sector knowledge and deep networks with donors, other implementing organizations, and experts. Experience with private sector health would be an asset.
  • An excellent record of business development and delivering results in international development or professional consulting, and experience supporting or implementing overseas international development projects at the field level. Prior experience writing and/or leading winning proposals for international development clients strongly preferred.
  • Experience leading high-performing teams, including virtual teams, to work collaboratively.
  • Strength in leading strategy and innovation, combined with financial, operational, and business acumen to ensure successful implementation.
  • Ability to be a persuasive advocate for Pact's Global Health within Pact and to external audiences.
  • Excellent oral and written communication skills in English is required. Ability to interact professionally in another relevant language is preferred, but not required
  • Proactive, assertive, and action-oriented leadership style, with strong intellectual agility and ability.
  • Ability to perform and prioritize multiple tasks under high pressure
  • Interest, will, and availability to travel as needed to Pact's countries of operation.
