$85/hr on C2C /$75/hr w2

Position Overview
seeking an experienced Executive Consultant with expertise in Genomic Epidemiology (GE) and Advanced Molecular Diagnostics (AMD) to evaluate and modernize the agency's laboratory and epidemiology technology landscape.
The consultant will assess existing laboratory, surveillance, and IT environments, identify current and future technology opportunities, and develop a strategic roadmap with a detailed implementation plan to support modernization initiatives.
This is a project-based consulting engagement and may be performed alongside other employment, provided it complies with TDH and Covendis staffing requirements.
Key Responsibilities
  • Assess the current technology stack supporting laboratory and epidemiology operations.
  • Evaluate Laboratory Information Systems (LIS), communicable disease surveillance platforms, and supporting IT infrastructure.
  • Collaborate with laboratory personnel, epidemiologists, informatics teams, and IT leadership to identify business and technical requirements.
  • Design a strategic technology roadmap aligned with TDH's public health objectives.
  • Develop a comprehensive implementation plan with recommendations for modernization.
  • Identify technology limitations, risks, and future-state opportunities.
  • Present findings and recommendations to both technical teams and executive leadership.
  • Build strong relationships across cross-functional stakeholders and facilitate consensus on project direction.
Required Qualifications
  • Demonstrated expertise in Genomic Epidemiology (GE) and Advanced Molecular Diagnostics (AMD).
  • Hands-on experience with:
    • Laboratory Information Systems (LIS)
    • Communicable Disease Surveillance Systems
    • SQL databases
    • Linux computing environments
    • AMD software tools and bioinformatics packages
  • Strong understanding of:
    • Public health informatics
    • Data interoperability standards
    • Data security and governance
  • Experience developing technology assessments, strategic roadmaps, and implementation plans.
  • Proven ability to communicate effectively with both technical teams and executive stakeholders.
  • Excellent facilitation, analytical, and consulting skills.
  • Ability to work independently while managing multiple stakeholder groups.
