Senior Security Assistance and International Programs Advisor

The Senior Security Assistance and International Programs Advisor provides strategic, analytical, and technical support to SAMD leadership in the planning, assessment, and sustainment of international security assistance programs. The position supports SAMD decision-making processes through the integration of information from multiple organizations and the development of executive-level briefings, decision-support materials, strategic assessments, and analytical products for government leadership consideration. The advisor serves as a senior subject matter expert in FMS, Security Cooperation, aviation systems, missile systems, Non-Standard Missile Systems, Maintenance Support Services (MSS), international sustainment operations, and worldwide field support activities. The position requires extensive knowledge of SAMD operations and the ability to synthesize complex technical, operational, logistical, financial, and international program information into concise assessments and recommendations supporting senior leadership. The position provides analytical and technical support across the Non-Standard Missile Systems portfolio, including legacy and emerging air and missile defense capabilities. Responsibilities include supporting strategic assessments, international sustainment planning, coalition interoperability, partner nation capability development, and security assistance initiatives involving systems such as the HAWK Air Defense System and other non-standard missile capabilities.

Duties and Responsibilities

  • Provide strategic, analytical, and technical support to SAMD leadership regarding security assistance, Foreign Military Sales, aviation, missile, sustainment, acquisition, logistics, and international partner activities.
  • Develop executive-level briefings, information papers, issue papers, decision-support packages, talking points, strategic assessments, and recommendations for government leadership consideration.
  • Integrate and analyze information from SAMD divisions, Portfolio Acquisition Executive (PAE) offices, International Cooperation Offices (ICO), Army Materiel Command organizations, Combatant Commands, Army Staff, OSD organizations, contractors, and partner nations to support SAMD decision-making processes.
  • Assess aviation, missile, sustainment, and international program activities to identify emerging issues, risks, opportunities, and priorities affecting program execution.
  • Provide subject matter expertise regarding international aviation, missile, and Non-Standard Missile System programs involving acquisition support, fielding, modernization, sustainment, logistics, training, lifecycle management, and coalition interoperability activities.
  • Provide strategic analysis and technical assessments supporting the planning, integration, sustainment, modernization, and international program implementation and sustainment of Non-Standard Missile Systems programs, including legacy air and missile defense capabilities such as the HAWK Air Defense System, in support of allied and partner nation security assistance requirements.
  • Provide analytical and technical support regarding security cooperation and Foreign Military Sales activities involving allied and partner nations.
  • Analyze and consolidate information obtained from SAMD field offices, overseas representatives, Security Assistance Management Offices, contractors, and other stakeholders to support leadership awareness and decision-making.
  • Provide analysis and assessments regarding Maintenance Support Services (MSS), Contractor Logistics Support (CLS), aviation sustainment, missile sustainment, readiness initiatives, and field support activities supporting international customers.
  • Prepare background information, briefing materials, assessments, and recommendations supporting senior leader engagements with Army leadership, OSD officials, Combatant Commands, Program Executive Offices, foreign governments, and defense industry partners.
  • Assist in tracking strategic initiatives, organizational priorities, action items, and suspense requirements affecting SAMD operations.
  • Provide independent assessments regarding program execution, organizational effectiveness, resource requirements, strategic initiatives, and emerging international requirements.

Minimum Qualifications

  • Master's degree in Business Administration, Acquisition Management, Logistics, International Relations, National Security Studies, or related discipline.
  • At least 25 years of combined military and federal civilian experience in defense acquisition, FMS, Security Cooperation, international program management, logistics, sustainment, aviation, missile systems, or related Department of Defense programs.
  • Demonstrated experience supporting large-scale international defense portfolios involving acquisition, fielding, sustainment, modernization, and lifecycle management activities.
  • Extensive knowledge of FMS, Security Cooperation, international acquisition, logistics, sustainment, and partner nation support operations.
  • Active Secret security clearance or ability to obtain and maintain one.
