Position Title: Virtual Neptune Hawk (VNH) Operations Planner
Location: Joint Base Pearl Harbor-Hickam, HI

Position Summary
JMark Services is seeking a Virtual Neptune Hawk (VNH) Operations Planner to support planning, preparation, execution, and assessment of Virtual Neptune Hawk events conducted in high-fidelity simulation environments. This position plays a key role within the NH Team at JBPH-H, ensuring that simulated and live NEPTUNE HAWK exercises-and other INDOPACOM or PACAF-directed events-are realistic, operationally relevant, and technically precise.
Working closely with the Active Duty NH OCE Lead planners and NH Team Lead, the VNH Planner integrates live, virtual, and constructive (LVC) elements, contributes to scenario design, and supports after-action evaluations that drive mission improvement.
Key Responsibilities
VNH Event Planning & Execution
  • Support NH Team Lead and Active Duty OCE planners through the full VNH Joint Exercise Lifecycle.
  • Coordinate the design and execution of realistic, multi-domain simulation scenarios incorporating intelligence, logistics, and AOC-like functions.
  • Develop threat presentations, simulated orders of battle, and dynamic injects to engage participants.
  • Participate in after-action reviews and help identify operational improvements.

Technical & Operational Expertise
  • Operate and design within high-fidelity combat simulator environments.
  • Integrate LVC components to enhance exercise realism.
  • Translate real-world operational concepts into virtual training environments, with emphasis on tactical aviation and Air Battle Management.

Security & Compliance
  • Maintain and safeguard classified materials in compliance with SAP/STO and ACCM security requirements.
  • Adhere to security protocols, polygraph requirements, and clearance maintenance standards.

Communication & Liaison
  • Deliver clear, professional briefings to senior officers and stakeholders.
  • Collaborate with DoD, Combatant Commands, national agencies, and intelligence organizations to ensure full integration of exercise objectives.

Program Support & Evaluation
  • Provide system-specific training to PACAF STO personnel.
  • Evaluate SAP capability integration and realism for VNH operations.
  • Support documentation, reporting, and live-fly NEPTUNE HAWK participation as required.
Required Qualifications
  • Security Clearance: Active TOP SECRET / SCI, with current SAP/STO and ACCM eligibility.
  • Favorable adjudication within the last 12 months and ability to pass CI-scope polygraph.
  • Demonstrated experience in Air Force operational planning or related disciplines.
  • Proven support experience in exercises similar in scope to VNH operations (as defined in PWS 1.3.2).
Preferred Qualifications
  • 10+ years rated experience in fighter, bomber, ISR, or Air Battle Management operations.
  • 15+ years of Air Force experience, including multiple years of exercise planning.
  • Prior mission commander, pilot, or simulator-based operational experience.
  • Familiarity with Virtual Warfare Center (St. Louis) or Joint Simulation Environment (JSE).
  • Proficiency in scenario generation, scripting, database management, and LVC integration.
  • Recent (within 5 years) tactical aviation or joint exercise experience.
  • Combined Air Operations Center (CAOC) or contingency planning background.
  • Graduate of USAF Weapons Instructor Course or Navy Top Gun (preferred).
  • Experience with SAP/STO documentation, simulator security, and DMO experimentation.
  • Completion of IJSTO Planning and Decision Aide System Users' Course (preferred).
