Job Summary
The Program Manager provides overall leadership, management, and oversight of the USMC MOSS / Marine Corps Operations Center Training Team (MOCTT) Program, ensuring effective support to both the MOCTT and the Marine Air-Ground Task Force (MAGTF) Integrated Systems Training Centers (MISTCs). The Program Manager is responsible for contract performance, staff management, program execution, budget oversight, and coordination with Marine Corps leadership. This role ensures all academic training, systems integration, and operational support across the MOCTT and MISTCs meet USMC requirements, directives, and mission readiness standards, serving as the primary liaison between the contractor team and senior USMC leadership.
Specific Responsibilities
  • Provide overall leadership and management for program execution supporting MOCTT and distributed MISTC sites.
  • Serve as the primary point of contact with the Government for contract performance, deliverables, and reporting.
  • Oversee development and execution of training schedules, Programs of Instruction (POIs), and exercise support across multiple training centers.
  • Manage a cross-functional workforce including instructors, systems integrators, network engineers, fires and IO specialists, and academics managers.
  • Monitor and ensure compliance with DoD, USMC, and TECOM orders, directives, and SOPs.
  • Develop and track budgets, schedules, and staffing plans to ensure on-time, within-budget performance.
  • Provide strategic oversight and risk management to ensure continuous support to the Government's training mission.
  • Coordinate with senior Marine Corps leadership to align training priorities with operational requirements.
  • Prepare and deliver reports, briefings, and updates on program execution to Government stakeholders.

Requirements
Required Qualifications
  • Bachelor's degree in Program/Project Management, Business Administration, Systems Engineering, or related field required; Master's degree in Management, Defense Studies, or related discipline preferred. Equivalent military education or training may substitute for degree requirements.
  • Minimum of 8-10 years of experience managing complex DoD/USMC training or IT programs.
  • Proven experience overseeing multi-site program execution, budgets, schedules, and personnel.
  • Prior military or contractor experience with USMC MAGTF operations, COC processes, and C2 systems strongly preferred.
  • Demonstrated success managing contract compliance, deliverables, and Government interface.
  • Leadership experience supervising diverse teams in training and operational support environments.
  • Certifications Required: Project Management Professional (PMP) or DAWIA Program Management certification (Level II/III). Preferred: CompTIA Security+ CE (DoD 8570 baseline), ITIL v4 Foundation, Lean Six Sigma Green Belt/Black Belt, TECOM Instructional Systems Design or equivalent military training management certification.
  • Must be able to obtain and maintain a Secret clearance; TS/SCI preferred.
  • Strong leadership, organizational, and communication skills.
  • Ability to travel between MOCTT Quantico and distributed MISTCs to supervise program execution.

Physical Requirements and Work Environment
  • Primarily office/garrison environment with periodic travel to distributed MISTC sites.
  • Occasional extended working hours during exercise periods and key program milestones.
  • Schedule: M-F normal business hours; flexibility required based on program demands.

Travel
  • Travel between MOCTT Quantico and distributed MISTCs required to supervise program execution.
  • Domestic travel up to 25%; OCONUS travel possible based on program requirements.
