Job description
The Area Welfare and Self-Reliance Manager reports to the Director for Temporal Affairs and receives strategic support from the Welfare and Self-Reliance Department. The primary responsibility is to oversee all welfare and self-reliance efforts within the Area, helping local leaders minister to those in need, achieve self-reliance, develop resources, and provide general support, as well as directing the Area humanitarian efforts according to Area priorities set by the Area Presidency and within Church guidelines.
The incumbent helps local leaders minister to those in need, strengthen self-reliance among members and communities, develop sustainable resources, and advance Area priorities consistent with Church guidelines. The role leads welfare and self-reliance managers, the area humanitarian manager, missionaries, volunteers, and other personnel in support of Area objectives.
Responsibilities include directing programs that promote education, employment, self-employment, and other self-reliance outcomes; leading humanitarian and emergency response initiatives; overseeing budgets, resource stewardship, project evaluation, and impact measurement; and providing strategic counsel and regular reporting to Area leadership.
The position also cultivates relationships with government agencies, educational institutions, community organizations, financial institutions, employers, and other key stakeholders to expand resources and opportunities for members and communities. Through effective leadership, partnership, and stewardship, the Area Welfare and Self-Reliance Manager ensures the successful execution of Area objectives while strengthening the temporal well-being and self-reliance of individuals, families, and communities throughout the Area.
- Bachelors degree (MBA or relevent Master's degree preferred) in business, sales, marketing or related discipline.
- At least ten years of professional experience, including demonstrated success working with mid- to upper-level management and with entrepreneurial start-ups, sales, marketing or other business development roles.
- Demonstrated abilities to train large groups of people and to develop others.
- Church leadership experience including application and understanding of welfare principles and the ability to work effectively with priesthood and Relief Society leaders.
- Knowledge of laws and government regulations pertaining to employment and labor standards.
- Must have a high level of analytical and creative skills, the ability to communicate complex ideas verbally and in writing and strong personal computer skills.
- Fluent in English.
- Willing and able to travel extensively throughout Area.
This position functions and provides leadership support in the following capacities:
- Hires, trains, and supervises welfare and self-reliance managers and Area Humanitarian Manager
- Leadership and development of welfare and self-reliance managers
- Provide strategic direction to volunteers and Church service missionaries, as applicable
- Supports and receives direction from the Area Presidency and Area Seventies on welfare and self-reliance issues to assist members and community
- Regularly reports progress on Area objectives to the Director for Temporal Affairs and the Area Presidency
- Serves as executive secretary to the Area Welfare and Self-Reliance Committee (where applicable)
- Coordinates the work of welfare and self-reliance with Area and local leadership
- Directs emergency response and humanitarian efforts with community partners, NGOs, government liaisons, volunteer organizations, and ecclesiastical leadership
- Oversees and manages Area budgets including Area Presidency initiatives, operating budgets, humanitarian, and emergency response
- Assures project evaluations and performs impact analysis
- Fast-offering monitoring and advisement with church controller reps and audit committee
- Oversees all self-reliance activities for the Area consistent with local priesthood direction, ensuring that thousands of members per year achieve self-reliance through education, job placement, and/or self-employment opportunities. Particular emphasis is given to returned missionaries and Church leaders.
- Oversees and provides strategic direction and support to approved FTEs, full-time missionaries, Church-service missionaries, and volunteers.
- Serves as Executive Secretary to the Area Self-Reliance Committee and coordinates the work of self-reliance with Area priesthood leaders (Area Presidency, Area Seventies, Coordinating Councils).
- Cultivates relationships with senior business, educational, financial, government, and community leaders; coordinates with vocational/technical training and educational institutions; works with banks, micro credit, NGOs, and other financial institutions, all for the purpose of linking un/underemployed members to vetted resources.
- Develop and cultivate contacts and relationships of influence with employers, educational, self-employment and other community resources throughout the Area.
- Organize and maintain effective Advisory councils
- Consult with and receive direction from the Area Presidency, Area Seventies, and Area Coordinating Councils on self-reliance issues relating to education, employment, and self-employment
- Regularly report progress to the Director of Temporal Affairs and the Area Presidency
- Maintain subject matter expertise on all relevant market needs and trends in order to reach stated objectives and results.
