ABOUT YOU
Do you thrive at the intersection of strategy, business growth, and regulatory compliance? Are you a leader who enjoys partnering directly with operations, technology, and executive leadership to solve complex problems and protect the enterprise?
We are seeking a Compliance Manager - Government & Regulatory Compliance to support our growing government contracting portfolio and lead enterprise compliance initiatives.
This role requires someone who can translate complex regulatory frameworks into clear, actionable guidance for project teams while helping build a scalable compliance function across the organization.
You will serve as a trusted partner to executive leadership and operational teams-supporting ARCO's government projects, protecting company data and systems, and ensuring compliance across an expanding regulatory landscape.
WHAT WE CAN OFFER YOU
We are dedicated to the well-being of our associates and are proud to be consistently recognized as a Best Place to Work. Our compensation and benefits package not only supports our associates and their families but benefits local communities and communities around the world.
  • Industry-leading performance-based bonus program
  • Employee Stock Ownership Plan (ESOP)
  • Traditional and Roth 401k
  • Tuition reimbursement for associates
  • Scholarship for associates' children up to $28,000 per child
  • 1-month paid sabbatical after every five years of employment, plus $5,000 for travel
  • 1-week paid volunteer leave each year
  • 100% charitable match
  • Medical, dental, and vision insurance coverage
  • 100% paid 12-week maternity leave

At ARCO, our first core value is to treat people fairly and do the right thing. We are proud to be a drug-free workplace and an equal opportunity employer, and all qualified applicants will receive consideration for employment.
From recruiting, training, and hiring practices to selecting our subcontractors, we understand that the diversity of all those involved in the construction process enhances our ability to deliver the best solutions to our customers. We hire the best and the brightest from across the country - constructing a team of experts in architecture, design, engineering, project management, and business services.
A DAY IN THE LIFE
Government Contracts & Project Support
  • Lead review of government solicitations, prime contracts, and subcontracts while advising business development and project teams throughout the project lifecycle.
  • Provide practical guidance on FAR/DFARS requirements, False Claims Act exposure, and export control regulations including ITAR, EAR, and OFAC.
  • Develop compliance protocols to ensure project teams and subcontractors meet federal requirements related to cybersecurity, accounting standards, and supply chain integrity.

Privacy, Cybersecurity & Data Governance
  • Lead development and maintenance of ARCO's corporate data privacy and cybersecurity compliance frameworks.
  • Advise IT, HR, and operations teams on risks related to data collection, employee monitoring, jobsite technologies, and digital construction tools.
  • Support vendor and SaaS technology reviews, negotiate data processing agreements, and ensure compliance with evolving privacy regulations.
  • Partner with technology leadership to support compliance with CMMC, NIST 800-171, and federal cybersecurity standards.

Labor, Employment & Regulatory Compliance
  • Provide guidance on federal contractor labor requirements including OFCCP, Davis-Bacon, and wage and hour regulations.
  • Partner with HR to address employment law issues including anti-discrimination, ADA accommodations, immigration considerations, and employee data protection.
  • Monitor regulatory developments affecting the construction industry and advise leadership on emerging compliance risks.

Enterprise Compliance Program
  • Support and strengthen ARCO's company-wide compliance function across key regulatory areas including:
  • Antitrust and bid practice compliance
  • Anti-bribery and Foreign Corrupt Practices Act (FCPA) policies
  • False Claims Act risk mitigation
  • Contractor licensing and state regulatory requirements
  • Safety and environmental regulatory compliance
  • Develop and deliver training programs that help operational teams understand compliance obligations and incorporate them into day-to-day project execution.
  • Serve as a cross-functional partner to IT, HR, finance, and operations teams, helping resolve compliance issues and proactively manage enterprise risk.

NECESSARY QUALIFICATIONS
  • 10+ years' experience with emphasis on enterprise compliance, privacy, or regulatory risk
  • Working knowledge of FAR/DFARS requirements and federal contracting environments preferred
  • Experience building or managing corporate compliance programs covering areas such as antitrust, anti-bribery/FCPA, False Claims Act, or employment compliance
  • Familiarity with data privacy laws and cybersecurity frameworks including CMMC or NIST standards
  • Demonstrated ability to design and deliver compliance training for various audiences
  • Strong ability to collaborate across technology, HR, operations, and executive leadership
  • Preferred qualifications include experience within construction, engineering, defense, or infrastructure organizations, familiarity with contractor labor requirements, and experience supporting incident response or regulatory investigations.
  • While the qualifications listed represent our preferred experience, we encourage candidates who do not meet every requirement to apply if they believe they can contribute to the role.

MAKE YOUR MOVE
We are proud to be one of the fastest-growing, privately-owned companies in America, celebrating over 30 years of experience as design-build experts.
