Position Description
Pay Range: $57,000-$67,000 per year
GIS Supervisor will lead the GIS team's daily operations, project delivery, and professional development while serving as DLC's primary GIS representative for clients. Allocate resources, prioritize work, and provide technical guidance. Stay current with GIS technology trends and manage departmental performance to support DLC's profitability, field operations, and business development.
Day-to-day, you'll lead (and work alongside) the GIS team as they collaborate with internal clients (our field and business development teams) to capture and identify assets and areas - a critical service that allows DLC to give our clients a comprehensive picture of their communities and how they might be improved or better managed. Big picture, you will get to help DLC expand our technology resources, exploring outcomes and finding new and innovative uses for existing technology. In short, we are looking for a creative problem-solver. You will use your industry expertise to help move our GIS Department forward. This is truly a chance to not only make your mark on the company, share your expertise and help us build something new, but also a chance for you to grow your leadership skills and advance right alongside our GIS Department.
Essential Functions:
Leadership & Development
  • Supervise GIS team performance and development; allocate resources and assign work to GIS team members across projects, events, and field activities based on capacity and priorities
  • Manage daily request intake by triaging tickets and prioritizing work through the request inbox
  • Oversee multiple internal and external projects through completion and delivery, managing timelines, scope, and resources across concurrent deadlines
  • Conduct regular one-on-one meetings with all direct reports for feedback and development
  • Run project meetings, track progress, and report status to management
  • Provide technical GIS support, answer team questions, remove blockers, and contribute directly to projects as operational needs require

Stakeholder & Client Relations
  • Meet with internal departments and external clients to define needs, requirements, and deliverables
  • Serve as DLC's primary GIS representative for client engagement and field consultation
  • Partner with vendors, consultants, IT, and field teams to deliver specialized GIS projects
  • Coordinate cross-functional collaboration on process improvement

Leadership & Culture
  • Foster a cohesive, high-performing team aligned with organizational values
  • Build and maintain strong working relationships within and outside the organization
  • Model leadership behaviors that support organizational culture and team cohesion

Technical Knowledge & Team Support
  • Demonstrate flexibility and ability to quickly learn GIS infrastructure and server architecture
  • Speak knowledgeably about spatial analysis and automation capabilities to discuss project scope and organize workflows
  • Stay current with Esri/ArcGIS Enterprise ecosystem and GIS technology trends
  • Develop and oversee GIS training programs, process documentation, and implementation of new techniques
  • Understand how scripting and automation tools (Python, Model Builder, Arcade) impact project timelines and resource allocation

Job Skills/Requirements:
  • Bachelor's degree from a four-year college or university with a major in Geography or related field; or Associates Degree or equivalent from two-year college or technical school; or 3 or more years of GIS experience
  • CORE COMPETENCIES & ABILITIES
    • Translate GIS concepts into business decisions regarding project scope, resource allocation, and team capability
    • Learn and apply knowledge of organizational processes to enhance GIS workflows and departmental alignment
    • Lead and oversee complex GIS projects through completion and delivery
  • CORE GIS & TECHNICAL PROFICIENCIES
    • Proficiency in ESRI ArcGIS suite (ArcGIS Pro, ArcGIS Online or ArcGIS Enterprise)

Preferred
  • 2 or more years of supervisory experience
  • Proficiency in enterprise GIS databases (EGDB, SQL), spatial analysis concepts, and ESRI data management applications

Other requirements.
  • Valid AZ driver's license with ability to travel to various worksites within the Phoenix area.

Position Requirements
Experience: (Minimum work background which provides the skills necessary for successful performance)
  • Bachelor's degree from a four-year college or university with a major in Geography or related field; or Associates Degree or equivalent from two-year college or technical school; or 3 or more years of GIS experience
  • 2 or more years of supervisory experience - preferred
  • To perform this job successfully, an individual must have a high-level understanding of concepts and techniques in Geographic Information Systems, mapping and database structures
  • Proficiency in ArcMap, ArcGIS Catalog, Acrobat Pro, Microsoft Office, ArcGIS Pro, ArcGIS Enterprise, Adobe Photoshop, Power Pivot
  • Ability to work with a variety of employees at different levels of the organization to complete projects.
  • Ability to manage project plans to see all GIS projects through completion
  • Proficiency in ArcGIS Online, Story Maps
  • Proficiency in Enterprise GIS database
  • Proficiency in ESRI or Data capturing application
  • Proficiency in computer languages (Model Builder, Python, Arcade Expression, HTML)
  • Knowledge of Crystal Reports
  • SQL database management
  • Ability to become an approved driver for DLC Resources
