About this Job
The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 221701
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. This position is in the Geographic Information Systems (GIS) Cluster of the Applications and Data Management (AppDM) section of OTS. Responsibilities include providing products and services to the Governor's Office of Homeland Security and Emergency Preparedness and other inscope agencies. Due to the nature of emergency management and disaster response, this position may be required to work extended hours, overtime, nights, weekends, holidays, and other non-traditional schedules during disaster activations, emergency incidents, and homeland security events, including for multiple consecutive days or weeks depending on operational needs.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associate's degree in information technology plus three years of experience in information technology; OR
A bachelor's degree plus three years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
-Provides management consultant functions for the multiple highly complex projects and activities within the Governor's Office of Homeland Security (GOHSEP) in the areas of geospatial analysis, planning, resource allocation and program analysis.
-Provides management, support, training and knowledge transfer for essential advanced disaster-related decision support systems within the State's Emergency Operations Center (EOC). Directs the collection of data from various executive branch departments and manages the centralization and integration of executive branch data into geospatial EOC systems. Oversees and manages access to select emergency response systems collaborating with various local, state and federal agencies and OTS personnel.
-During emergencies provides direct reports to the State's CIO, CSO, CTO and GOHSEP executive leadership and manages geospatial activities with various vendors that are positioned to enhance the collection and/or analysis of data in times of crisis.
-Provides technical expertise in analyzing, defining, acquiring and implementing application software packages, integration services, automation software, educational programs and quality assurance reviews. Identifies, investigates and provides solutions to production system problems and issues, developing and evaluating alternatives to determine the best solution and performing the necessary technical functions required to resolve issues.
-Provides systems and technical expertise on projects involving the development of information technology to support the departments programs and supporT sections.
-Reviews requests for information services, recommending the most efficient and effective method of accomplishment.
-Performs all other tasks, special projects, analysis, studies, and plans as directed.
Position-Specific Details:
Appointment Type: This vacancy will be filled by either a new hire or the promotion of a current, permanent-status classified employee.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.
