Job Title: Senior Project Manager – RAVE Platform Implementation
Location: Cheyenne, WY (Onsite – 100% In-State Presence Required)

Position Overview

We are seeking an experienced Senior Project Manager to lead the statewide implementation of a public safety ecosystem leveraging the RAVE Alert mass notification platform and Panic Button solution. This initiative is designed to enhance emergency preparedness, improve response capabilities, and enable seamless coordination across multiple government agencies.

The ideal candidate will have strong experience managing large-scale, multi-stakeholder IT programs within public sector or regulated environments, with a focus on system integration, governance, and vendor management.


Key ResponsibilitiesProgram & Project Leadership
  • Lead end-to-end delivery of a statewide emergency alerting and public safety platform
  • Establish and manage project governance, ensuring alignment with PMO standards
  • Develop and maintain key project artifacts including charter, scope, schedule, and WBS
Implementation & Integration
  • Oversee deployment of mass notification and panic alert systems across state agencies
  • Manage complex integrations involving GIS mapping, geofencing, telecommunications, and mobile platforms
  • Ensure seamless rollout of mobile-based panic button applications and alerting systems
Stakeholder & Governance Management
  • Collaborate with executive leadership, steering committees, and cross-agency stakeholders
  • Facilitate regular status reporting, executive updates, and stakeholder communications
  • Translate technical concepts into clear business language for leadership audiences
Vendor & Risk Management
  • Manage third-party vendors and system integrators, ensuring performance and accountability
  • Oversee contract execution, deliverables, and service quality
  • Identify risks, develop mitigation strategies, and proactively manage project challenges
Reporting & Compliance
  • Deliver weekly, bi-weekly, and monthly status reports to leadership and stakeholders
  • Maintain risk, issue, and change logs with clear mitigation plans
  • Ensure compliance with enterprise PMO governance standards and reporting requirements
Training & Knowledge Transfer
  • Develop training and communication plans for statewide adoption
  • Support knowledge transfer initiatives to ensure long-term operational ownership

Required Qualifications
  • 8–12+ years of enterprise IT project management experience
  • Proven experience delivering large-scale, multi-agency or multi-stakeholder implementations
  • Experience in public sector, government, public safety, or critical infrastructure projects
  • Strong knowledge of project management methodologies (PMBOK, Agile, Hybrid)
  • Demonstrated experience working within PMO-governed environments
  • Experience managing vendors and system integrators
  • Strong risk management, problem-solving, and analytical skills
  • Excellent communication skills with ability to present to executive leadership

Preferred Qualifications
  • Experience with emergency management systems, alerting platforms, or telecommunications integrations
  • Familiarity with GIS, geofencing, and mobile application deployments
  • PMP (Project Management Professional) Certification
  • Agile/Scrum certifications

Key Deliverables
  • Successful statewide deployment of emergency alerting and panic button solutions
  • Complete project governance documentation (charter, WBS, schedule, stakeholder register, etc.)
