Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
BASIC REQUIREMENTS (IOR) ALL GRADES: A degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
AND
SPECIALIZED EXPERIENCE GS-13: In addition to basic requirements, to be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.Specialized experience for this position includes:

• Experience applying adult learning principles and instructional design methods to review education or training programs, identifying instructional or performance gaps, and developing recommendations for revising course content, delivery methods, assessments, or performance support materials.
• Experience conducting training needs analyses and using the results to design and develop technology-enabled learning programs, including learning objectives, instructional content, learning activities, assessments, and delivery methods.
• Experience using instructional development software to develop online, virtual, computer-based, classroom, or performance support training products.
• Experience developing questionnaires, tests, or other evaluation instruments; analyzing the results; and using the findings to revise existing education or training programs or plan new programs.
• Experience planning and coordinating education, training, or technology-enabled learning projects by establishing work plans, schedules, resource requirements, deliverables, and implementation steps and preparing recommendations for management.
• Experience providing written or verbal advice and assistance regarding training or developmental course design improvements.

You must also meet the following requirement(s):

• TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
• TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
