Salary range is $81k to $176k, with a midpoint of $122k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

This is an exciting opportunity for a Senior Transportation Planner to help Sound Transit accomplish its mission of connecting more people to more places in support of a rapidly expanding transit system. This position will serve as the subject matter expert on transit service integration at future Link stations and multimodal transit centers, advancing seamless passenger connections between bus service and other travel modes as the regional transportation network expands. The position performs multi-modal transit planning functions, supports public processes, and operational implementation of Light Rail, BRT, Commuter Rail, and Regional Express bus service. The position is located in the Office of Planning and Development and coordinates across Sound Transitโ€™s internal partners as well as with other transit agencies to improve transit options and bus-rail integration in the Puget Sound Region.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Performs and manages transit integration planning, supports public processes, and operational implementation of light rail, BRT, commuter rail, and express bus service.
  • Supports the advancement of future Link station area plans and serves as a subject-matter expert to determine station design elements that support the operational and passenger needs.
  • Leads multi-modal, non-motorized planning for capital projects with project partners including transit partner agencies and authorities having jurisdiction.
  • Coordinates with other agencies to advance the Agencyโ€™s long-term opportunities to expand, enhance, and integrate the regional light rail, commuter rail, bus rapid transit (BRT), and express bus systems with local services and each other.

  • Supports and manages the development and implementation of regional transit system plans by preparing project scopes, work plans, and Requests for Proposals (RFPs) for consultant services; serves as technical resource on assigned capital projects.
  • Collaborates with and provides direction to consultant teams on program and project solutions in order to gain concurrence at project milestones with internal and external partners.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelorโ€™ degree in Planning, Urban Planning, Transportation Planning, Civil Engineering, Public Administration, or related field. Five years of experience in transportation planning that includes urban or regional planning, project management, policy analysis, preferably in a transit/transportation environment.; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • AICP (American Institute of Certified Planners) certified.

Required Knowledge and Skills:

  • Analytical, strategic, and critical-thinking skills.
  • GIS skills include storing, visualizing, and sharing data; editing and working with attribute tables and exporting data.
  • Able to communicate and explain complex concepts and ideas effectively both verbally and in print.
  • Establishing and maintaining effective collaborative working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Negotiation principles and practices.
  • Project planning and development, including long-range and strategic planning, and research methodologies.
  • Project and contract management skills including preparation of scopes of work, schedules, budgets, public outreach plans, and other technical and informational documents.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheet, and presentation software.
  • Managing complex projects and making decisions in fast-paced, difficult environments.

Preferred Knowledge and Skills:

  • Transit planning and operations practices.
  • Reviewing transportation project plans in Bluebeam or similar software.
  • Familiarity working with spatial information, data dashboards, and transit and demographic data
  • Strong understanding of urban, transportation, and regional planning principles and research methods
  • Transportation policy development and analysis.
  • Non-motorized, multimodal planning practices.

Physical Demands / Work Environment:

  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
