POSITION SUMMARY
Higher Ground Integrated Human Services (IHS), Inc. is seeking a knowledgeable and detail-oriented Fiscal Intermediary (FI) to support individuals enrolled in OPWDD Self-Direction services. The Fiscal Intermediary is responsible for ensuring accurate financial management, payroll processing, compliance with OPWDD and Medicaid requirements, and timely payment of staff and vendors, while supporting the individual’s person-centered plan and budget.
The FI plays a critical role in safeguarding public funds, maintaining compliance, and supporting individuals and families in successfully managing their Self-Directed services.
KEY RESPONSIBILITIES
Financial & Payroll Management
  • Process payroll for Self-Direction employees (DSPs, support staff) in accordance with approved budgets and service authorizations
  • Manage withholding, taxes, and payroll reporting

  • Process vendor payments and reimbursements
  • Ensure payments align with approved Individual Budgets and Life Plans

Budget Oversight & Compliance
  • Monitor individual budgets to ensure expenditures remain within OPWDD-approved limits
  • Track spending and alert Higher Ground and participants of potential budget overages
  • Maintain compliance with OPWDD Self-Direction Fiscal Intermediary requirements

  • Assist with budget amendments and revisions as needed
Documentation & Recordkeeping
  • Maintain accurate financial records, payroll documentation, and vendor files
  • Ensure proper collection and maintenance of required forms (W-9s, I-9s, timesheets, service documentation, etc.)
  • Prepare financial reports for Higher Ground, participants, brokers, and OPWDD as required
Coordination & Communication
  • Work closely with Self-Direction Brokers, Care Managers, and Higher Ground staff
  • Support individuals and families with understanding payroll timelines, budgets, and FI processes
  • Respond to participant, staff, and OPWDD inquiries in a timely and professional manner
OPWDD & Medicaid Compliance
  • Stay current on OPWDD Self-Direction regulations, guidance, and policy updates
  • Ensure all FI operations comply with Medicaid billing, OPWDD standards, and audit requirements
  • Assist with audits, reviews, and corrective action plans if needed
REQUIRED QUALIFICATIONS
  • Knowledge of OPWDD Self-Direction and Fiscal Intermediary operations
  • Experience with payroll processing and financial management
  • Strong attention to detail and organizational skills
  • Ability to interpret budgets, service authorizations, and Life Plans
  • Proficiency with accounting, payroll, or FI management systems
  • Strong written and verbal communication skills
PREFERRED QUALIFICATIONS
  • Prior experience as an OPWDD Fiscal Intermediary

  • Familiarity with Medicaid billing and compliance

  • Experience working with individuals with developmental disabilities and their families
  • Associate’s or Bachelor’s degree in Accounting, Finance, Business Administration, Human Services, or related field
