Job description

Epsilon Systems Solutions is seeking a full-time Proposal Manager who is experienced in proposal management to support growth in DOD, Federal Civilian, and commercial markets by developing and ensuring the timely submission of high quality, RFP-compliant, and compelling proposals. This position will report to the Vice President, Marketing Research and Proposal Center (MAPCEN) and will work in collaboration with BD, capture, and proposal teams. Remote work location acceptable.
This position is ideally based in Portsmouth, VA. Remote candidates residing within the Continental United Stateswill also be considered.
Responsibilities and Performance Requirements:
  • Provide leadership and administrative organization for the development of mid-level and complex proposals as well as subcontractor responses
  • Act as proposal manager when required, working in collaboration with the MAPCEN Manager and Capture Manager and a team of experts in diverse areas
  • Interact effectively, both verbally and in writing, with senior leadership and staff including the capture manager, program/project manager, and others throughout the development of the proposal, both Pre-RFP and Post-RFP
  • Support a proposal strategy that results in a high quality, compliant, and compelling proposal that will have the optimal win probability
  • Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements including adequate proposal center staffing
  • Lead the development of storyboards, proposal mock-ups and iterations of the proposal across all proposal volumes through the final submitted version
  • Develop and conduct, structured and organized proposal kick-off meetings that establishes the plan to develop the proposal and the responsibilities and expectations of all proposal authors/writers and contributors.
  • Conduct proposal color team reviews and/or collaborate with the assigned color team review lead to achieve desired proposal quality - all of the internal decisions made that provide the highest evaluation score and persuade the customer to select Epsilon Systems.
  • Effectively lead technical experts and proposal center staff (e.g., proposal coordinator/ configuration manager, production coordinator, graphics designers) to achieve the objectives of the proposal effort additionally coaching subject matter expert contributors in persuasive writing.
  • Effectively communicate with leadership regarding status of the proposal effort.
  • Work under pressure - This is a highly collaborative position that requires ability to work under pressure and under challenging deadlines of proposals that have CEO visibility

Required Qualifications:
  • Bachelors' degree from an accredited college in a related discipline, or equivalent experience/combined education
  • Ten (10+) years or more of professional experience
  • Successful experience with federal business proposal development
  • Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external customers/partners
  • Highest ethical standards of behavior
  • Team player with strong communication and presentation skills
  • Relevant experience outside of proposal management (e.g., project management, capture management)

Preferred Qualifications
  • Master's Degree with 8 years of professional experience
  • Attendance of Professional proposal development training (e.g. Shipley Training)
  • Active DOD security clearance at the SECRET level or higher (TS/SCI preferred)

Pay Range:
The pay range for this role is $125,000 to $145,000 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
