Job Description
Mission Technologies, a division of Huntington Ingalls Industries, is searching for a qualified candidate to fill the role of Technical Support Specialist - Technical Lead (Tech Lead). The Technical Lead works onsite Navy Warfare Development Center, Norfolk Naval Station supporting Maritime Operation Center - Exercise Support Team (MOC-EST) and Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy LVC training throughout all assigned Areas of Responsibility (AORs). The person assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. The position also supports on-site and distributed training events at other Norfolk VA sites, as directed. The Specialist position requires interaction with Military, Government and Contractor Leadership. Communication skills are required. The position requires flexibility to work non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements.
Essential Job Responsibilities
  • Serve as NSWC-Corona's NITE FST-O technical team lead / Subject Matter Expert (SME) in support of FST-O training events. Communicate with leadership on any technical issues and new requirements.
  • Promulgate and de-conflict resource challenges in support of planning, test, and execution events.
  • Work with Navy Continuous Training Environment (NCTE) local and remote operators and engineers, MOC training teams, and augment personnel to coordinate and plan systems and personnel support for events. Adjust daily working hours occasionally to match times zones around the world where events are occurring. Occasional travel is required in support of event planning conferences.
  • Lead technical team in compliance with NCTE Standard Operating Procedures (SOPs). Recommend changes to SOPs as needed and help to develop new SOPs as fleet training requirements expand.
  • Support event testing and execution of FST-O events as technical lead as directed in approved event manning plans.
  • Maintain and increase capabilities of modeling and simulation tools, in view of current US and foreign military capabilities, trends, and tactics, and US Navy doctrine.
  • Use Confluence and JIRA tools on the NCTE website to share event schedules and documents. Identify, document, report, and track issues, while keeping appropriate NCTE personnel, NSWC- Corona, MOC-EST leadership, and other stakeholders informed of status.

Minimum Qualifications
  • 2 years relevant experience with Bachelors in related field or
  • 0 years experience with Masters in related field or
  • High School Diploma or equivalent and 6 years relevant experience.
  • Linux, and/or Microsoft professional certification required.
  • Security+ certification required.
  • U.S. Citizenship required.
  • Must currently hold and be able to maintain a US Top Secret clearance.
  • Familiarity with networking concepts, architectures, and protocols such as TCP/IP and UDP.
  • Knowledge of distributed simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS).
  • Military experience.
  • Experience with operational level Joint Live Virtual Constructive (JLVC) supported FST events.
  • Technical leadership skills to identify engineering domain issues and engage appropriate engineering personnel.
  • Strong written and verbal communication skills across all organizational levels.

Preferred Requirements
  • PMP and Cisco certification desired
  • Understanding of Operational and Tactical Level of Warfare events to include Live, Virtual, and Constructive (LVC).
  • Experience in Navy Fleet Synthetic Training programs, experimentation and war-game operation and management to achieve training objectives.
  • Experience with Joint Exercise Life Cycle (JELC) process, timeline, and products.
  • Understanding of Command, Control, Communications, Computers and Intelligence (C4I) systems and operations.
  • Experience with Joint Semi-Automated Forces (JSAF) simulation and other High Level Architecture / Distributed Interactive Simulation (HLA/DIS) modeling tools.
  • Experience with MS Visio software to produce technical architecture drawings.

Physical Requirements
Office, industrial, or shipboard environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving materials may be required.
