Job Description

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles.
TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city's identity, TLC is entering a new era of dignity, accountability, and collaboration across the for-hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.
As the Director of IT, you will be responsible for the end-to-end management and support of TL C's database systems, ETL processes and cloud infrastructure, and will play a key role in driving the agency's mission forward.
With your expertise in database management and cloud infrastructure, you will provide oversight, direction, and mentorship to the IT team, ensuring the environment is optimized for the business. You will play a key role in consolidating and upgrading TLC's legacy systems and managing vendors. You will be an instrumental member of the TLC's IT department, working closely with peer teams to maintain standards and methodologies.
Key Responsibilities:
- Lead data migration and data integration efforts for large-scale modernization projects, from planning through execution.
- Implement and manage infrastructure for Informatica, MS SQL, Oracle, and Databricks, applying deep ETL processing knowledge.
- Ensure smooth, reliable operation of Informatica tools through effective repository management.
- Manage and optimize Azure cloud services and instances to ensure cost efficiency across the organization.
- Plan, define and maintain policies, standards, configuration and operating procedures and guidelines regarding data security, identity and access.
- Manage and monitor data security, confidentiality, integrity, and availability.
- Identify probable system exposures, compromises, problems or design flaws and derive a remediation plan.
- Support application development by providing security design assistance on new products and internally developed projects.
- Provide flexible, on-call support to troubleshoot and resolve production issues as they arise.
- Administer internal processes, procedures, and controls to maintain data integrity and operational consistency.
- Investigate and document service-impacting issues, outages, and downtime and drive resolutions.
- Drive continuous improvement initiatives, including leading database and ETL projects using Agile methodologies.
- Develop and maintain TLC's cloud platform infrastructure across multiple locations.
- Manager technology projects and programs as assigned.
