THE POSITION
The Procurement Specialist 2 position with the Department of Human Services (DHS) gives you the opportunity to influence major contracts and grants that support vital programs across the Commonwealth. You help shape purchasing decisions that improve services and strengthen operations statewide. Your attention to detail and expertise play a key role in supporting the Bureau of Procurement and Contract Management through strong planning and reliable oversight. DESCRIPTION OF WORK

This position focuses on developing, analyzing, and improving procurement documents and processes that support key programs throughout the Commonwealth.
As a Procurement Specialist 2, you will perform the following duties:

  • Policy Development: Help shape procurement policies, strategies, and training to support agency goals
  • Procurement Planning: Determine the best procurement methods for projects and lead evaluation of vendor proposals
  • Process Management: Oversee the request for proposal (RFP) and request for quotation (RFQ) processes and develop criteria, pricing approaches, and performance standards
  • Compliance Support: Work with facility purchasers to ensure adherence to procurement rules and mediate issues when needed
  • Training Facilitation: Lead evaluation team trainings and coordinate oral presentations for procurements
  • Negotiation Preparation: Prepare negotiation strategies, conduct discussions, and develop detailed responses for complex procurements

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Paid parking
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. Tuesdays are a mandatory office day. You will have the option of choosing Mondays, Wednesdays, or Thursdays as your second office day. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
  • An equivalent combination of experience and training.
