Job description

CLB PROGRAM OFFICE REP

The COLUMBIA Class Ship’s Design Program Office is seeking a program representative to support COLUMBIA Class design completion.  In the Program Office you will get exposure to all facets of the Electric Boat enterprise including design and engineering, planning, finance, contracts and operations.  As construction ramps up for COLUMBIA, support is required to drive COLUMBIA design to closure, including completing initial design disclosures, closing out reservations, test procedure development, ILS product development, and component shock qualifications.  As a Program Office Representative, you will be responsible for ensuring all roadblocks, technical and financial, are removed to keep design and engineering on track.  This position requires technical problem-solving skills to understand engineering issues and make programmatic decisions based on technical facts.  In addition, it will be your job to socialize problems/concerns/successes with executive level staff and the Navy.  This position requires a highly motivated self-starter who possesses strong interpersonal and communications skills.  Work hours are somewhat flexible with occasional work from home, when needed.

Responsibilities:

The program representative will work with Design and Engineering Managers and their staff to help drive the COLUMBIA Initial Design to completion.  The program representative role requires an understanding of project management and Earned Value Management (EVM). Frequent communication with NAVSEA stakeholders and upper management will be necessary. The job responsibilities will be:

  • Program Office oversight of the Engineering Functional Area Directorates (Mechanical, Piping, Structures, Electrical, ILS, etc.), including helping facilitate weekly director status meeting, understanding of top issues and driving issues to resolution
  • Program Office oversight of material processes/procedure, understand potential gaps and driving issues to closure
  • Creating and analyzing program metrics, identifying issues and leading required corrective actions
  • Preparation and coordination of meetings to demonstrate progress, challenges, and resolution plans
  • Preparing reports and presentations for Program Reviews
  • Serve as a point of contact for and reporting various statuses to NAVSEA and EB senior management
  • Working closely with engineering to drive solutions that support both technical and program objectives
  • De-conflicting competing priorities and managing program risk

Required:

  • A High School Diploma or GED Equivalent
  • Experience in MS Office, including PowerPoint presentations and demonstrated advanced Microsoft Excel skills
  • Project management and team leadership experience 
  • Highly motivated, self-starter capable of prioritizing work
  • Demonstrated verbal and written communication skills, including interfacing effectively with upper management

Preferred:

  • Bachelor's of Science Degree in Engineering
  • A minimum of 3 years’ experience in a related field (Test, ILS, etc)
  • Understanding of EB business and financial processes, including earned value management (EVM), manpower planning, integrated master schedule (IMS) development and cost estimating
  • Understanding of EB’s engineering, design, planning, manufacturing, test and ILS practices
  • Bachelor of Science in Engineering
  • Experience working with TeamCenter, Microsoft Access, risk management
  • Experience working with SUPSHIPs and NAVSEA is highly desirable
  • Active Secret clearance
