Responsibilities
This Position is Subject to Contract Award
OBXtek is currently seeking a Operations Manager/ Deputy Program Manager (DPM) to oversee day-to-day program activities including the operation, maintenance, and development of Muscatatuck Training Center Advanced Cyber Center (MACC-TTE). Manage and provide MACC-TTE customer support for all TTE events, including gathering, planning, and executing customer requirements. Designated DPM must be prepared to perform PM duties if required. Must be on duty at the installation during regular duty hours Monday through Friday, excluding federal holidays.
Responsibilities:
  • Oversee execution of all day-to-day program activities and on-site staff
  • Manage and provide MACC-TTE customer support for all TTE events
  • Gather, plan, and execute customer/sponsor requirements for events
  • Integrate sponsor/customer requirements into comprehensive management plan coordinated with all contributing agencies
  • Establish responsibilities and set expectations for all on-site personnel
  • Control and manage assigned projects, budget, and schedule
  • Serve as primary POC for sponsors, customers, and external agencies
  • Be on duty at installation during regular duty hours Monday through Friday (excluding federal holidays)
  • Be prepared to perform PM duties if the PM is unavailable
  • Coordinate with PM on staffing, resource allocation, and issue escalation
  • Ensure range readiness and operational capability for all scheduled events

Qualifications
Education
  • Bachelor's degree in Network Engineering, Cybersecurity, Information Management, or a related discipline

Experience
  • Minimum 7 years in cyber range or computer testbed environments
  • Minimum 7 years of Program Management or Senior DoD/Defense Industry experience
  • Minimum 2 years conducting Army and Joint Cyber Training
  • Strong project management skills with demonstrated ability to manage multiple concurrent events
  • Working knowledge of OT/IT technologies, cellular systems, networking, and IT management

Certification:
  • PMP preferred. DoDM 8140.03 awareness beneficial.

Desired Qualifications
  • Direct experience with MuTC/MACC-TTE or Camp Atterbury operations
  • INNG institutional knowledge and local stakeholder relationships
  • PCTE/JIOR operational experience
  • JELC event planning and execution at the EXCON level
  • NGB/ARCYBER cyber exercise support experience
  • SCADA/ICS range operations knowledge
  • Experience managing customer-facing range scheduling and coordination

  • TS/SCI (active and current) - Must be verifiable through DISS
