About the Role
The Compliance Operations Manager is responsible for building, scaling, and leading PrePass operations for our Compliance Offerings. This leader will design systems, processes, and a high-performing team to support fleet compliance, drive compliance, drug & alcohol programs, and ongoing audit readiness. The role is critical to reducing risk and enabling scalable growth for our customers.
This position is ideal for someone with hands-on experience in transportation compliance who thrives in a building new teams, is organized, and process driven.
Essential Responsibilities
Compliance Operations Leadership
  • Build and lead a compliance operations team (driver compliance, D&A, fleet compliance)
  • Develop SOPs and scalable workflows for all compliance processes
  • Establish KPIs and reporting for compliance performance

Driver Compliance & Onboarding
  • Oversee the Driver Qualification File (DQF) program and ensure completeness and accuracy
  • Ensure all drivers in the program meet CDL, medical certification, and FMCSA requirements
  • Build and optimize onboarding workflows for owner-operators and company drivers
  • Manage MVR checks, background verifications, and prior employer inquiries

Drug & Alcohol (D&A) Program Management
  • Own the PrePass D&A consortium program in compliance with FMCSA regulations
  • Manage random testing pool, pre-employment, post-accident, and reasonable suspicion testing
  • Ensure compliance with the FMCSA Drug and Alcohol Clearinghouse
  • Manage third-party administrators (TPAs) and testing vendors
  • Maintain accurate records and ensure audit readiness

Systems, Reporting & Continuous Improvement
  • Build dashboards and reporting for compliance metrics and risk indicators
  • Identify gaps and drive continuous improvement initiatives in FD360

Requirements
Qualifications
  • 5+ years of experience in trucking, logistics, or fleet compliance
  • Strong knowledge of FMCSA, DOT, and safety regulations
  • Experience managing compliance programs (driver, fleet, or D&A)
  • Experience leading or building teams
  • Strong operational and process design skills
