Description
The Red Gate Group is seeking a Business Process Analyst to support the National Geospatial-Intelligence Agency (NGA). This role supports the objectives of the FM Business Solutions Office (FMZ) by improving how financial data is processed, analyzed, managed, and leveraged across the NGA enterprise.
As part of a high-impact team supporting the Financial Management Directorate, you will analyze, redesign, and document financial business processes to increase efficiency, accuracy, and decision-making effectiveness. You will work closely with government stakeholders, system owners, and senior leaders to ensure financial workflows align with mission requirements and Momentum-based financial systems.
Key Responsibilities
Financial Process Analysis & Improvement
  • Analyze financial business processes and workflows to improve effectiveness, efficiency, quality, and reliability.
  • Identify opportunities to automate, streamline, standardize, or eliminate processes to reduce cost, error, and cycle time.
  • Assess current financial workflows and recommend improvements aligned with Momentum-based financial systems.
  • Develop and validate financial requirements in support of system enhancements and process improvements.

Business Case Development & Requirements
  • Recommend, plan, and develop business cases to support proposed process and workflow improvements.
  • Perform business process modeling to clearly document current ("as-is") and future ("to-be") workflows.
  • Define and develop technical requirements and qualifications for implementing improved business processes.
  • Identify, assess, and mitigate business process risks through the application of internal controls.

Documentation, Communication & Stakeholder Support
  • Develop and maintain a digital financial business process library, including process maps, SOPs, user guides, and desk procedures.
  • Educate and support business process owners on new or revised workflows and procedures.
  • Communicate directly with government executives and senior leaders to present findings, recommendations, and implementation plans.
  • Support government representatives at meetings and assist with financial management operations.
  • Monitor and coordinate program resource allocations as part of FMZ support activities.

Systems & Financial Operations Support
  • Support the GEO-F and ORBIT financial systems, including future enhancements.
  • Apply understanding of the Planning, Programming, Budgeting, and Execution (PPBE) cycle to inform process design and financial analysis.

Qualifications
Required Qualifications
  • Active TS/SCI (CI Poly Preferred)
  • Bachelor's degree or higher in an IT or business-related field such as Business, Management, Leadership, MIS, or Computer Science.
  • Minimum of four (4) years of experience analyzing and improving financial business processes and workflows, with demonstrated success in improving efficiency, quality, accuracy, and cost effectiveness.
  • In addition, at least two (2) years of specialized experience including:
    • One (1) year of experience in process and/or systems development, process mapping, or process reengineering, with strong written and verbal communication skills.
    • One (1) year of experience with process documentation, process management, and systems configuration management and testing in a Momentum-based financial application.

Desired Qualifications
  • Three (3) or more years of experience working with the Momentum Financials system.
  • At least one (1) year of experience using IBM TM-1 and COGNOS.
  • Certified Business Process Analyst (CBAP) or other relevant business process or analysis certification.
