Job description
- Coordinates staffing and develops work schedules to accommodate animal control contract compliance.
- Conduct daily morning briefing with Animal Control Officers
- Remain immediately accessible to Animal Control Officer and department staff to provide guidance, authorize procedural actions as required, and coordinate support if needed to department staff and Animal Control Officers
- Plan, prioritize, assign, supervise and review the work of staff responsible for providing animal control services.
- Complete priority tasks as assigned by Chief Animal Control Officer / chain of command with regular status updates to them until completion
- Assist in policy development related to animal control services.
- Supervise the impoundment of animals and the determination of animal cruelty cases; verify the issuance of summonses and review cases.
- Coordinates with the city attorney, District Attorney, and other courts as needed; appears in court on applicable cases.
- Participate in the selection and hiring of assigned personnel; train and evaluate assigned personnel; assist with training and orientation of new employees; provide training, guidance, discipline and counseling to assigned personnel; complete employee performance evaluations and reviews as required; audit and submit staff timecards to Payroll in a timely manner; promote career development of subordinates.
- Promotes and ensures proper employee training and compliance with departmental safety procedures; ensures that all equipment, materials and work conditions are adequately maintained.
- Responds to inquiries and complaints regarding animal control; personally investigates and handles difficult public relations
- Assist in writing and obtaining warrants.
- Supervise and participate in the preparation of reports for various cases including cases going to trial; prepare supplemental reports as required; appear in court to present evidence and testimony as required.
- Maintains records and compiles reports; prepares and/or assist with preparation of the annual operating budget for animal control functions.
- Prepares routine and special records and reports related to animal control activities and operations, including quarterly and annual rabies reports.
- Monitors and maintains appropriate levels of supplies, equipment, and inventory to ensure efficient and effective division operations.
- Attends Meetings as requested.
- Hearing officer in PC 597.1 impound hearings, potentially dangerous and public nuisance hearings.
- Investigates reports or files complaints of animal abuse, neglect, dangerous animals, public nuisance and takes appropriate action.
- Reply to incoming phone calls, voicemails and public requests as necessary in a timely manner
- Maintain vehicles and equipment in proper working condition, manage all insurance and licensing requirements and conduct regular inspections.
- Assure all employees are managed effectively and that both quality and budgetary objectives are met and/or exceeded.
- Performs all duties of an Animal Control Officer.
- Participate in shift activities as necessary including enforcing local and state laws; issue citations and make arrests.
- Explain ordinances relating to the care and keeping of animals to the public; promote and provide education to the public regarding the keeping and caring of pets.
- Interpret, convey, and ensure implementation of AFV policies, procedures, and methods. Ensure that personnel have clear guidelines of authority and responsibility.
- Maintain contact with citizens regarding animal control issues and problems and preserve good relationships with the general public; take an active role in public education related to animal control issues.
- Attend meetings and respond to related questions and complaints; provide public education regarding animal control.
- Present and maintain a positive and professional image of the police department; participate in community oriented policing.
- Provide a full range of administrative support to management staff; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate; prepare departmental policies and procedures; prepare and present staff reports and other necessary correspondence.
- Assures department runs smoothly and functions efficiently.
- Conduct internal affairs investigations and investigation of citizen complaints as necessary.
- Participate in budget development and administration; prepare and plan budget requests for assigned operations and special details; participate in the development of grant applications and the administration of grants
- Submit Animal Control numbers by the 5th calendar day of each month.
- Conduct monthly safety meetings with animal control staff and provide documentation of understanding and attendance to Human Resources
- Perform related duties as assigned
- Two years of progressive supervisory experience.
- Valid California Class “C” driver’s license
- Possession or complete of a certificate for euthanasia within 3 months of employment with AFV.
- Possession or complete baton and O.C. spray certifications within 3 months of employment with AFV.
- Possession of a valid P.O.S.T. approved P.C. 832 Certificate or obtain a certificate within 4 months of employment with AFV. Failure to obtain the required certificates will result in release employment.
- Various breeds of dogs, cats, marine and other wild or domestic animals.
- Military, Guard, Law Enforcement, Security or other similar experience preferred
- Various types of animal behavior.
- Various provisions of penal code 830 related to animal control and penal code 832-arrest.
- Principles of supervision, training, and performance evaluation.
- Pertinent federal, state, and local laws, codes, and regulations including laws governing animal control and protection.
- Techniques and applications of self-defense and proper use of force.
- Principles of business letter writing and basic report preparation.
- Standard broadcasting procedures of a radio system
- Principles and applications of public relations.
- Principles and practices of data collection and analysis.
- English usage, spelling, grammar, and punctuation.
- Basic computer and software systems including but not limited to MS Office.
- Basic principles and practices of budget preparation and control.
- Geography of the local area.
- First aid and CPR procedures and practices.
- Maintain to good driving record which allow you to be insurable and a valid California Drivers License.
- Supervise, organize, and review the work of lower level staff.
- Supervise, train, and evaluate staff.
- Take charge and command of subordinates.
- Perform a wide range of animal control law enforcement assignments.
- Understand, interpret, apply, enforce, and make decisions in accordance with applicable federal, state, and local policies, laws, and regulations.
- Think clearly and act quickly in a variety of situations.
- Judge situations/people accurately.
- Effectively use and qualify with law enforcement tools and weapons including batons, defensive tactics, and other safety equipment.
- Interview victims, complainants, witnesses, and suspects.
- Accurately observe and remember names, faces, numbers, incidents, and places.
- Administer first aid.
- Prepare clear and concise reports and routine correspondence.
- Maintain contact and preserve good relations with the public; respond to requests and inquiries from the general public.
- Effectively present and communicate information/directions in one-on-one and small group situations to the general public and other employees of the organization including subordinates and superiors.
- Work irregular and on-call hours including weekends, evenings, and holidays.
- Meet the physical requirements necessary to safely and effectively perform the assigned duties.
- Communicate clearly and concisely, both orally and in writing.

- Pepper Spray under the protection of California Penal Code Section 22820 (person has satisfactorily completed a course of instruction approved by the Commission on Peace Officer Standards and Training in the use of tear gas).
- Field environment; travel from site to site. Hot and cold temperatures; inclement weather.
- Essential and marginal functions may require gaining and maintaining control of large and often aggressive animals; lifting/carrying medium-heavy objects of up to 75 lbs. of weight, maintaining physical condition necessary for standing, squatting, twisting, running, stooping and walking for prolonged periods of time; operating motor vehicle and other equipment.
