As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. UNIT DESCRIPTION
The Business Operations Unit (BOU) oversees the budget, contracts, workforce, accountable property, communications, and strategic planning for the Office of the Chief Information Officer (OCIO). Reporting to the Enterprise IT Governance Section (EITGS) within OCIO, the BOU also leads division-wide business process reengineering initiatives, IT financial reviews, and ad-hoc projects in support of the Chief Information Officer (CIO), Deputy Chief Information Officer (DCIO), and/or Chief Technology Officer (CTO).
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES
  • Oversee the OCIO's roughly $60M non-personnel budget and portfolio of complex technical contracts. Drive timely execution of non-personnel budget, ensure technical contracts follow all procurement policies & standards, and lead complex procurement efforts
  • Perform managerial and supervisory functions and serve as a finance business partner for internal and external stakeholders, while overseeing budgetary and procurement matters for the OCIO.
  • Plan, prioritize, and assign work to staff of six personnel based on assessment of capabilities, experience, developmental needs, and workload. Ensure that employees understand their duties or delegated tasks and lead team to solve complex financial problems. Monitor progress of teamwork efforts and ensure high-quality work is produced that fulfills the unit/section/division's goals and objectives.
  • Set goals for staff's performance and provide ongoing feedback, direction, opportunities to develop skillsets
  • Establish and maintain close liaison with executive management within and outside of the OCIO to resolve complex administrative issues and problems

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Knowledge of contract and procurement processes, contract management life cycle phases, industry terminology, market research, and cost analysis.
  • Knowledge of FBI budgetary matters and processes including the Zero Based Resource Allocation (ZBRA) process and the DOJ/OMB budget enhancement request process
  • Experience working with FBI financial tools and applications including SHOP, P-CART, E2, FRA, and UFMS
  • Experience analyzing data and preparing and delivering formal presentations of findings to leadership
  • Experience in leadership; collaborating with teammates and stakeholders across multiple levels of leadership to solve challenges

ADDITIONAL INFORMATION

  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
