Job description

E-Logic is seeking a qualified Expeditionary Project Manager (XM) to provide professional architectural, engineering, and project management support for the planning, design, construction, renovation, and maintenance of Government facilities. The selected candidate will oversee projects from initiation through close‑out while coordinating with Government stakeholders, contractors, and multidisciplinary teams to ensure successful project delivery.

Key Responsibilities
  • Manage projects across all five phases (initiation, planning, design, construction, closeout).
  • Conduct construction site visits and inspections; manage the submittal and RFI processes.
  • Perform schedule review, cost estimating, and technical analysis of construction‑contractor proposals.
  • Support commissioning / critical‑systems acceptance, NAVFAC Red Zone, and project closeout.
Required Qualifications

Candidates must qualify under one of the following pathways:

Architect Option

  • NAAB‑accredited Architecture degree AND minimum 5 years of architectural design, including at least 1 year on facilities projects for a Federal Agency (RA desirable).

Engineer Option

  • ABET‑accredited Engineering degree AND minimum 5 years of professional engineering including facilities design, with at least 1 year on Capital Improvement projects for a Federal Agency (PE desirable).
  • Knowledge of DoD/Navy guide specifications, IBC, and Life Safety Code; Autodesk and Microsoft Office; project management across the construction lifecycle.

Security & eligibility:

  • U.S. citizen with a current, active DoD Secret clearance.
  • Valid driver's license.

Location: Primary work location is NSA Naples (Capodichino), Italy (PSC 817 Box 51, FPO, AE 09622‑0051). The position requires frequent Temporary Duty (TDY) travel to NSA Bahrain, Kingdom of Bahrain, including NSA 1, NSA 2, NSA 3, and Isa Air Base. TDY travel may consist of up to ten (10) trips, each lasting approximately ten (10) days, during each performance period. While performing work at NSA Bahrain, employees may be required to work in austere environments due to damaged facilities and must be capable of performing physical activities such as prolonged walking, standing, climbing, crouching, and bending. U.S. Citizenship is required for this position.
