The Project Executive serves as the principal Owner's Representative providing executive-level oversight, governance, and coordination for a $1.5 billion, 6-to-7-year airport terminal refurbishment. Reporting to the CEO, this executive protects MPA's operational, financial, technical, and long-term asset interests by overseeing the private company financing and executing the project, monitoring performance against contractual obligations, and elevating decisions through established governance channels. The role emphasizes owner-side assurance and accountability and does not displace the private partner's responsibility for day-to-day project delivery.

The Project Executive acts as the central anchor balancing the interests of bankers, design architects, engineers, and public regulatory bodies. The role also serves as the executive integrator across MPA departments, including Capital Programs, Aviation Operations, Facilities, Corporate Security, Ground Transportation, Information Technology, Legal, Finance, and other internal stakeholders, ensuring that operational requirements, agency standards, decision responsibilities, and long-term asset stewardship are incorporated throughout the project lifecycle. This role will initially establish the oversight framework and subsequently build, scale, and lead a dedicated internal staff of project managers, technical specialists, and commercial auditors to safeguard the agency's assets and operational integrity.

As an Executive Program Manager, you are a strategic and influential leader who excels at navigating complex, high-profile infrastructure programs involving diverse stakeholders, competing priorities, and significant public investment. Combining strong commercial, financial, operational, and political acumen, you build consensus, drive accountability, anticipate risk, and provide trusted executive guidance while safeguarding long-term organizational interests, ensuring operational excellence, and leading high-performing teams through the successful delivery of transformative, multi-year projects.

What you will do:

  • Provide strategic oversight of a multi-billion-dollar public-private infrastructure investment, safeguarding long-term commercial interests, monitoring financial performance and concession obligations, and proactively identifying risks that could affect project outcomes, asset quality, or organizational objectives.
  • Lead coordination across technical, operational, financial, legal, and executive stakeholders, aligning priorities, resolving complex issues, driving accountability, and ensuring design, construction, and operational decisions support both airport performance and passenger experience.
  • Establish and maintain robust governance, reporting, and performance management frameworks that provide executive leadership with clear, actionable insights on schedule, cost, risk, compliance, and contractual obligations while supporting informed decision-making throughout the project lifecycle.
  • Lead the owner-side oversight function by establishing a high-performing team and fostering collaboration among internal stakeholders, private partners, regulators, and public agencies to support compliance, operational readiness, and long-term program success.
  • Serve as the primary liaison with federal, state, and local regulatory agencies, ensuring alignment on permitting, security, environmental, and operational requirements throughout all phases of project delivery.
  • Oversee technical assurance and long-term asset stewardship by partnering with engineering, architecture, and construction teams to ensure infrastructure solutions meet safety, operational, quality, lifecycle, and passenger experience standards while protecting the Authority's long-term interests.
  • Provide executive-level decision support through the development of governance structures, strategic reporting, and risk-based recommendations that enable informed, timely action by senior leadership and governing boards.

What you offer:

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, or Finance. A master's degree, MBA, or JD is highly desirable.
  • Minimum 15-20 years of heavy infrastructure experience, with a proven track record of staying with multi-billion-dollar ($1B+) mega-projects through full lifecycles.
  • Deep experience navigating Public-Private Partnerships (P3), design-build-finance (DBF) models, or complex commercial airport concessions.
  • Proven experience managing multi-disciplinary teams within matrixed corporate environments or large public/quasi-government agencies.
  • Strong comprehension of project finance, infrastructure banking, and commercial lease/concession agreements.
  • Exceptional ability to maintain a balanced, authoritative presence when dealing with private equity investors, technical experts, and public officials.
  • Project Management Professional (PMP), Certified Construction Manager (CCM), or executive infrastructure credentials.

The salary range for this position is $300,000 to $400,000 annually and will be determined based on a variety of factors, including relevant experience, education, certifications, training, specialized skills, and overall qualifications.
