Role Overview

This position reports directly to the Chief Operating Officer (COO) and is responsible for the coordination and supervision of all programs, services, and operations at the site. The main function of these programs is to assist homeless and at-risk veterans and their families to achieve their highest level of independence to include successfully transitioning to and maintaining permanent housing.

Responsibilities
  • Manage and supervise all programs, services, and operations at the U.S.VETS site.
  • Evaluate trends in needs & gaps and develop programs to meet those needs.
  • Set annual goals and objectives for the site and manage achievements to serve veterans.
  • Ensure a therapeutic milieu in accordance with the U.S.VETS Mission and Philosophy.
  • Develop and maintain collaborative relationships with community partners including the Veterans Administration, the local Continuum of Care, housing facilities, landlords, donors, funders, and agencies to deliver services to veteran clients and their families.
  • Build and maintain relationships with elected government officials, federal and local officials to advocate veteran needs and service opportunities.
  • Supervise site Clinical and Program Team and delivery of services within all programs to include housing and prevention programs (outreach, case management, clinical/substance abuse treatment, 24/7 residential care, food services, workforce development, financial assistance, legal advocacy, etc.).
  • Collaborate with Clinical and Program departments ensuring organization and program forms, policies, trainings, and client programming models are implemented and maintained.
  • Supervise site Operations department to maintain overall organizational integrity, compliance with all federal and other regulations, oversight of client care guidelines and legal requirements.
  • Ensure internal audits and reviews of documentation and protocols are conducted (client charts, internal databases, external databases, safety protocols, grant reports, fiscal controls, etc.).
  • Collaborate with Fiscal and Accounting departments overseeing fiscal management and budget tracking to prevent deficit.
  • Collaborate with Human Resources and Payroll departments overseeing employee recruitment, training, retention, performance evaluations, and time tracking.
  • Oversee site fundraising, communications, and community development in collaboration with Development & Communications.
  • Oversee housing development planning and implementation in collaboration with Housing Development.
  • Supervise and provide oversight for facility maintenance and leasing in collaboration with property management partners.
  • Facilitate regular meetings with site staff and monitor site, program, grant, and financial goals to report to COO and National Office.
  • Participate in weekly conference calls facilitated by National Office designee.
  • Perform other duties as assigned by COO or designee.
Project-Specific Addendum
  • Reports to Chief Operating Office with direct guidance from the Vice Presidents of Programs, Operations & Compliance, and Housing Development.
  • Manage the development, implementation, and ongoing operations of the West Los Angeles VA Campus and Ventura Veterans Home.
  • Represent U.S.VETS as part of the project's Developer team and collaborate with project partners to plan and implement campus services and operations.
  • Implement and manage contracts/grants to ensure deliverables for services, programs, operations, etc. are met (HUD‑VASH and other government contracts, private funder grants, corporate grants, in‑kind contracts, and other donor agreements).
  • Fulfills leadership role with partners of the West Los Angeles Veterans Collective partners.
  • Participate in VA Services Council meetings and coordinate partner services for the campuses.
  • Provide oversight of subcontractor or partner agreements, scope of work, and performance deliverables.
  • Ensure all site inventory is properly procured, received, documented, and accurately maintained (including company-owned vehicles and emergency food & supplies).
Qualifications
  • Position will initially be titled Program Director until employee meets training requirements for Executive Director (typically 3 to 9 months).
  • Bachelor’s or Master’s Degree in Social Work, Public Administration, Non‑Profit Management, or related field required.
  • Minimum of four years’ experience in program management, staff supervision, program development, and budget management.
  • Leadership and conflict management skills essential.
  • Experience working with veterans, homeless individuals, disabled individuals, and/or families in need and culturally diverse populations.
  • Ability to communicate and work effectively with diverse groups of individuals, including clients, staff, and community stakeholders.
  • Excellent written and oral communication skills, including public speaking and ability to represent organization in the community.
  • Demonstrated personal and financial integrity and a strong work ethic.
  • Ability to work independently and within a team‑approach environment.
