This Position is Subject to Contract Award

OBXtek is currently seeking a Project Manager to provide overall management of the Muscatatuck Training Center Advanced Cyber Center (MACC-TTE) program including directing all contractor and subcontractor personnel, executing and monitoring all program activities. Responsible for managing scope/cost/schedule, preparing status reports, conducting tours and briefings for senior state and national leaders, and representing MACC-TTE at national-level working groups at the Joint Staff, Department of the Army (DA), National Guard Bureau (NGB), and Office of the Secretary of War (SOW) levels. Authorized to act on behalf of the contractor for all matters relating to daily operation of the contract.

Responsibilities:

  • Act as the authorized representative of the contractor for all matters relating to daily contract operations
  • Provide overall management of the MACC-TTE program including all contractor and subcontractor personnel
  • Execute and monitor all program activities across PWS 
  • Manage changes to scope, cost, and schedule; maintain current program plans
  • Prepare and update program status reports and key performance metrics (CDRLs)
  • Prepare and present comprehensive reports for all Test and Training Events (TTE), before, during, and after
  • Track, report, and implement lessons learned across all program activities
  • Conduct tours and briefings for senior state and national level leaders
  • Represent MACC-TTE at national-level working groups (Joint Staff, DA, NGB, OSW)
  • Conduct high-level engagements with DoD senior leaders and interagency partners
  • Ensure compliance with all contract CDRLs, reporting requirements, and quality standards
  • Notify COR within 2 business days of any staffing gaps or Key Personnel changes

Must meet one the following minimum recommended education/experience pathways (functionally aligned), including the DoD-experience minimums:

Education

  • Master’s degree in Program Management, Project Management, Business Management, Economics, or a related discipline 

Experience

  • Minimum 10 years of Program Management or Senior DoD/Defense Industry experience (Field Grade Officer or above, E-8 or above, or GS-13 or above equivalent)
  • Minimum 5 years managing Cyber Range or IT/OT Technology Programs
  • Working knowledge of all associated platform support and hardware associated with a DoD Cyber Test Range

Certification:

  • PMP, PgMP, or DAU Level III certification

Desired Qualifications

  • NGB/ARNG institutional knowledge and stakeholder relationships
    JELC planning and execution experience (CDMs, IPMs, MSELs, AARs)
    Multi-subcontractor team management experience
    ISO 9001:2015 or CMMI Level 3 program familiarity
    CPFF contract management experience under RS3 or similar IDIQ vehicles
    Experience with MACC-TTE, JCTE, NTC, or similar DoD cyber range programs Familiarity with PCTE, JIOR, and distributed cyber training environments

Security Clearance

  • TS/SCI (active and current) – Must be verifiable through DISS
