Job description
General Function:
Serves as the key institutional resource for the administration of the College's student conduct and community standards framework. Responsible for ensuring fair, equitable, and legally compliant conduct processes that support student learning, institutional accountability, and a safe educational environment. The position exercises independent judgment in managing complex conduct matters, advising campus partners, interpreting and applying policy, and contributing to institutional risk mitigation related to student behavior, Title IX, and community standards.
Provides outreach, and training related to student conduct, conflict resolution, and student rights and responsibilities; advises faculty, staff, and administrators on behavioral concerns and procedural options; and contributes to policy development and institutional planning efforts that promote civility, engagement, and compliance with applicable laws and best practices.
Minimum Acceptable Qualifications
Education:
Master's degree in Higher Education (Student Affairs) or related area preferred.
Experience:
Minimum two years of progressively responsible full-time experience at a post-secondary institution with demonstrated responsibility in conducting case management.
Demonstrated knowledge of federal and state laws and regulations affecting higher education, including FERPA, Title IX, and the ADA, as well as best practices in student conduct administration.
Demonstrated experience with problem-solving, mediation, conflict resolution,
Ability to manage multiple responsibilities and priorities.
Strong analytical, communication, interpersonal, organization and detail orientation skills.
Commitment and focus on fairness, student development, and institutional integrity.
Preferred Qualifications:
Active membership in the Association for Student Conduct Administration (ASCA), including past attendance at the ASCA Gehring Academy.
Experience with restorative justice principles and practices.
Experience using Maxient, including data reporting and analysis.
Experience serving on behavioral intervention or threat assessment team.
Experience with conducting sex-based misconduct or Title IX investigations
Duties and Responsibilities:
Coordinates the administration of the student conduct process, including case management, complaint response, policy and procedural review, record keeping, investigation, resolution, and adjudication of alleged violations of College policies. Exercises discretion and independent judgment in determining appropriate resolution pathways, sanctions, and remedies in accordance with College policy, legal requirements, and educational objectives.
Conducts and oversees student conduct and related investigations, including complex or sensitive cases, and may serve as an investigator or support investigator for student-related Title IX and sex-based misconduct matters. Ensures investigation are thorough, equitable, timely, and compliant with federal and state regulations.
Manages and continuously evaluates student conduct policies, procedures, and practices. Recommends revisions and enhancements to ensure alignment with legal requirements, institutional priorities, and emerging best practices. Contributes to the development of preventative strategies that mitigate institutional risk and promote community standards.
Advises and consults faculty, staff, administrators, and students regarding about student behavior, student and faculty rights, campus resources, classroom management, and appropriate informal and formal resolution options. Serves as a subject matter expert on student conduct, procedural fairness, and regulatory compliance.
Ensures strict adherence to confidentiality requirements under FERPA and other applicable laws. Recommends interim measures and long-term remedies as appropriate to protect individuals and the institution.
Designs, implements, and assesses intentional outreach, training, and educational programming for students, faculty, and staff related to community standards, conflict resolution, student responsibility, and respectful campus engagement.
Collaborates across divisions, including Academic Affairs, Student Affairs, and other divisions, to support coordinated responses to student behavior concerns and to advance institutional goals related to student success and campus safety.
Maintains current knowledge of local, state, and federal laws, regulations, and professional standards affecting student conduct and student affairs. best practices in student conduct and conflict resolution. Also stays informed of changes in local, state and federal laws that may affect the College's student conduct policies and procedures. Such knowledge is to be shared across the Student Affairs Division as directed by the Associate Dean of Students
Assists the Dean and Associate Dean of Student Affairs with special projects, institution initiatives, program reviews, research, assessment, and report preparation aligned with annual plans and strategic priorities.
Develops and manages the content for student conduct, Title IX, Harper Early Alert Team (HEAT), ensuring accuracy, accessibility, and compliance with regulatory and institutional standards.
Maintains oversight of the department's use of Maxient to support student conduct, behavioral intervention, threat assessment, and Title IX processes. Ensures accurate case documentation, reporting compliance, and alignment with institutional protocols.
Develops reports and analyzes case data to identify trends and inform policy evaluation, prevention initiatives, and process improvements. Provides training and guidance to departmental staff on case documentation standards and system use. Serves as departmental liaison to IT for system updates or technical issues.
Serves on College committees and working groups, including the Student Life Committee and other campus-wide initiatives, contributing professional expertise to institutional decision-making.
Serve as co-advisor to the Student Government Association, providing guidance that supports the organization's effectiveness, student leadership development, and vitality in the student community.
Performs other duties as assigned.

Work is primarily performed indoors and sedentary in nature.
Equipment/Tools Used:
Utilizes standard office equipment, computers, and enterprise software systems, including conduct and case management platforms, to perform job duties.
Supervision:
Under the general supervision of the Associate Dean of Students.
