The Manager of Impact Evaluation and Analytics is passionate about fostering a data culture of learning and improving processes and practices that support data democratization. This position oversees analysis, reporting and research to ensure ACCFB is effectively managing and developing programming in alignment with community need and our strategic plan. This position will collaborate closely with our IS/IT department on data governance, and in the efficient and reliable collection and systems management of various data streams across the food bank. They will oversee and create business intelligence visualizations, dashboards, maps and reports. This position will also supervise a new role focused on community feedback and the establishment of a Neighbor Advisory Council. This position will also support ACCFB’s strategic plan in the development and implementation of an impact evaluation framework, developing metrics and analyses that assess outcomes and inform new approaches to our work. They will oversee development of evaluation plans that support organizational learning within a transition from food charity to food justice.
As part of the Community Health & Evaluation Department, the Manager, Impact Evaluation and Analytics works under the supervision of the Director, Community Health & Evaluation. This position will supervise two full-time staff members and may also supervise interns and/or volunteers.
Alameda County Community Food Bank is a well-established and multi-faceted organization, which has been at the forefront of hunger relief efforts for 40 years. Essential Duties And Responsibilities
Management and Governance (50%):
- Partner with leadership to align analytic priorities with the Strategic Plan and equity goals. Manage a strategic roadmap for evaluation and analytics, including leading evaluation and analytics-related objectives within the strategic plan and identifying cross-departmental collaboration opportunities to increase overall client impact.
- Mentor, coach and empower supervisees and interns/volunteers; work with staff to develop their skills and achieve organizational objectives and professional development goals.
- Oversee resourcing and outcomes of data projects and workplans, ensuring that team members have adequate time/resourcing for projects and are contributing high-quality results to stakeholders. Evaluates project performance and uses results to improve performance.
- Develop and manage program and project budgets. Operates/manages budgets within current and forecasted budgetary constraints. Proactively communicates resourcing challenges to leadership and works in collaboration with leadership on creative solutions. Assists in development of proposals for funding from external sources.
- Provide leadership with up-to-date visibility into current projects including status, expenditures/budget, priorities, accomplishments, and risks. Produce clear, actionable findings and translate data into recommendations for Directors and Senior Leadership.
- Leverage resources, technology, information and tactics in a manner that protects reputation and minimizes risk. Uphold robust data security and confidentiality practices to protect client information and organizational reputation. Ensure data reliability and integrity by implementing processes that produce consistent results in accordance with privacy guidelines. Facilitate improvements in the methodologies, tools and techniques to enable the team to optimize data collection operations while mitigating risk.
Analytics and Evaluation Pipeline & Project Management (50%):
- With support from leadership, develop and implement an impact evaluation framework, developing metrics and analyses that assess outcomes and inform new approaches to our work. Support administration of evaluation plans that further organizational learning and strategic goals, which may include development of logic models and theories of change. Define outcome indicators that prioritize household food security, access to nutritious food, reduced barriers to services, program satisfaction, and community engagement.
- Using best practices, manage design, implementation, and analysis of community and neighbor feedback systems to inform program and operational/procurement improvements. Support analysis of qualitative and quantitative survey data to identify themes related to accessibility, food quality, service experience, and cultural relevance.
- Support coordination of the newly emerging Neighborhood Council, a permanent and ongoing forum being created to co-create improvements and solutions to new and existing food bank programs with community members.
- Oversee departmental data collection and analysis of data across distribution programs, neighbor demographics, community need indicators, and partner network performance. Support geographic and demographic analyses to assess equity of access and identify service gaps. Identify trends and insights that help ACCFB strengthen services and target resources where they are needed most.
- Support development and maintenance of dashboards and data tools to support team and organizational decision-making. Identify and analyze external streams of data for business intelligence, advocacy and research.
- Contribute to and develop presentations as applicable. Present findings of analysis/research projects to internal staff, agency network, clients and other external audiences as applicable. Exhibit exceptional translational communication skills when sharing data insights.
- Commit to spending time in network understanding our partners and their needs (minimum one full working day per quarter).

Knowledge, Skills and Abilities
Required Competencies:
- 5-7 years’ of professional experience in an analytical role as primary function of position; experience in program/impact evaluation and feedback systems highly preferred.
- At least 3 years’ of professional experience leading people and/or projects.
- Experience in Qualtrics, R, Tableau.
- Familiarity with MS Navision/Ceres/Jet Reports.
- Strong computer skills including proficiency with the MS Office Suite (Word, Excel, Outlook, PowerPoint).
- Comfort and experience regularly working with relational database management systems (MS Access, Microsoft NAV, CERES), including ability to perform queries, compile data and generate reports.
- Demonstrated ability to work responsibly and ethically.
- Exercise sound judgment within broadly defined practices and procedures to create and select appropriate strategies, make and carry out effective decisions.
- Strong training and facilitation skills, as well as excellent organizational skills.
- Demonstrated ability to create translational products — using complex data to derive actionable insights and make recommendations that drive meaningful business impact.
- Ability to communicate complex data problems and issues clearly and effectively (verbally + written) to diverse audiences and stakeholders — including comfort presenting in a group setting.
- Proven experience with setting and driving timelines and deliverables for multiple concurrent projects, and building consensus in a fast-paced environment.
- Excellent attention to detail, experience keeping accurate records on complex programs.
- Demonstrated ability to develop and maintain collaborative and professional relationships.
- Established track record of supporting inter- and intra-departmental data sharing and utilization.

Physical Requirements
This work is mostly located in an office environment, but may involve occasional local and overnight travel. Union Representation:
ACCFB is in partnership with and has a newly established labor union for a portion of our staff. This position is NOT part of the labor union OPEIU, Local 29 at this time.
Compensation:
This is a full-time, exempt position working Monday through Friday, 8:30 a.m. to 5:00 p.m. (7.5 hour workday, 1 hour unpaid lunch). The non-negotiable starting salary is $102,000.00 annually.
