**Starting Salary Range: $55,000 thru $63,000 annually

Dept/Div: Public Works/Engineering --- FLSA Status: Exempt

General Definition of Work

Performs professional work planning and designing construction or public works projects; reviews plats, plans and other engineering related documents to ensure adherence to applicable regulations and requirements; administers environmental policies; administers engineering contracts; maintains records and files; prepares reports, and related work as apparent or assigned. Work is performed under the general direction of the Engineering Division Director or the County Engineer.

Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Essential Functions

Reviews construction drawings, site plans, preliminary, and final plats for commercial and residential developments to ensure compliance with Federal, State, regional and local regulations.

Reviews plans and stormwater studies/reports for storm drainage, erosion control, sedimentation and stormwater management to ensure compliance with all local, state, regional, and local requirements.

Serves as project manager on various construction projects; participates in the inspection of construction projects; provides technical assistance to associates and the general public.

Prepares construction drawings for County owned facilities; prepares and recommends drainage design and conceptual planning for County projects and facilities.

Provides customer service and comments via telephone and written correspondence for citizens, Board members, developers, industry professionals, and other associates pertaining to engineering related issues and plan reviews.

Assists stormwater and flood plain personnel to ensure compliance with State stormwater program and standards.

Receives and responds to inquiries and complaints; investigates various complaints and recommends appropriate action.

Encourages and promotes a culture of excellent customer service.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned; knowledge of modern methods and techniques as applied to the design of public works and transportation projects; ability to perform difficult engineering computations and to make recommendations on engineering problems and planning; skill in the use of civil engineering instruments and equipment; skill in the use and application of computer aided design software; ability to communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports; ability to establish and maintain effective working relationships with associates, contractors and the general public.

Education and Experience

Bachelor's degree in civil engineering or civil engineering technology with coursework in surveying, transportation, materials of construction, and hydrology/hydraulics.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires using hands to finger, handle or feel and repetitive motions, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Possession of or ability to obtain Engineer In Training (EIT) certification within 12 months of hire date.

Ability to obtain Georgia Soil and Water Conservation Commission Level II Designer certifications within 9 months of hire date.

Valid driver's license with favorable driving history (MVR).

Favorable background history as determined by review of Local, State and Federal records
