Job Summary Mohave County Public Works - Emergency Management Division is currently seeking to fill a Volunteer Radio Operator position. We are located at 3715 Sunshine Dr., Kingman, AZ. Mohave County has developed the Emergency Response and Recovery Plan/Emergency Operations Plan to help save lives and protect public health and property. This plan complies with the National Incident Management System (NIMS) and the National Response Framework (NRF). Must pass pre-employment background screening.

Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position. Performs work in emergency communications and support functions under the County's Homeland Security and Emergency Management Program. The Radio Operator role includes responsibilities for the installation, operation, and maintenance of public safety communications assets including fixed and mobile two-way radio equipment, telecommunications equipment, and interoperability software and hardware.

Incumbents are expected to possess a working knowledge of electronics and communications, with skills that may range from entry-level to more advanced capabilities depending on assignment. Knowledge of Federal Communications Commission rules and regulations governing governmental radio transmitters and receivers may be required depending on duties. REPORTS TO: Work is performed under the direction of the Homeland Security/Emergency Management Manager and/or his/her designee.

Assist in the deployment of emergency communication assets. Assist in the installation, testing, and operation of communication equipment. Maintain daily work records including activities performed, materials used, and time spent.

Utilize a variety of trade equipment, hand tools, and power tools to complete assignments. Support the planning and execution of communications work assignments in accordance with written instructions, standard operating procedures, and safety requirements. Assist in providing disaster intelligence and related information to incident command.

Participate in routine and specialized training on communications methods, techniques, and emergency operations. Provide assistance to other agencies such as law enforcement, fire, and EMS in support of communications needs. Operate motor vehicles and county equipment safely in varying conditions and environments.

Perform related duties as assigned in support of emergency response and preparedness. SECONDARY JOB FUNCTIONS Performs special assignments as requested. Support other Emergency Management volunteer programs as directed.

Minimum Qualifications Completion of County Emergency Management Wildland Fire Red Card certification (S-130 and S-190 courses) may be required. Will be required to successfully complete physical agility testing appropriate to communication operator on a wildfire operation. Completion of NIMS Incident Management courses (ICS 100, 200, 700) preferred.

Knowledge, Skills & Abilities Methods, tools, and materials used in emergency communications and disaster operations. The occupational hazards and necessary safety precautions applicable to the various disaster situations. Safe effective use and care of tools and equipment used in various disaster environments.

Utilizing personal computer systems, hardware, and software, in the performance of work assignments. Safe operation and handling of a motor vehicle in adverse weather conditions and terrain. Communicating and maintaining professionalism with the public, co-workers, and partner agencies.

Receive orders, to follow instructions and to work as a team member in structured working environments. Apply training, experience, and judgement to identify risks and make effective decisions in disaster situations. Perform routine tasks with manual dexterity, physical coordination, and stamina.

Read and interpret incident action plans and related operational documents. Demonstrate initiative and reliability in learning and performing assigned tasks. Establish and maintain effective working relationships with County, State, Federal and partner agency personnel.

Fulfill physical requirements of assignments including occasional lifting of up to 25 lbs. or less, performance of light to moderate labor, and perform work assignments with use of tools and equipment in cramped and contorted positions and upon various types of terrain and remote, isolated areas. Communicate effectively orally and in writing with personnel operating at disaster scenes.
