Location:       421 E. Capitol Ave., Springfield, IL – Sangamon County
Salary:           Range from $4,496 to $7,698 monthly – commensurate with experience.

Overview:
Analyzes applications filed with the Department under the state laws administered by the Department. Reviews and processes registrations of applicants, which may include registration of securities dealers, salespersons, investment advisers and representatives, business brokers, loan brokers, and business opportunities. Reviews and process filings of securities sales under the Securities Act, including exempt filings, Notice Filings, and intra-state filings. Addresses registration inquiries from applicants and the general public.
Duties and Responsibilities:
  • Analyzes and processes applications for registration of securities  salespersons and Investment Advisers representatives; Reviews the filings, financial statements, and background history of applicants; Utilizes the Central Registration Depository (CRD) , the Investment Adviser depository, and other available sources to process, hold or deny  registration; If there are any deficiencies, takes follow-up action as necessary; Processes fees associated with applications; Refers applications to enforcement if necessary.
  • Maintains contact with applicants, attorneys, and compliance personnel regarding dealer, salesperson, investment adviser and investment adviser representative registration information and requirements.
  • Responds to inquiries from the public, regulators, and Department staff regarding registration information of registrants, former registrants and individuals or entities that have no registration records.
  • Compiles and gathers information on securities findings or issues that may arise; documents on findings and how the process was handled.
  • Processes mass transfers, firm name and organization changes, waiver applications and other general duties associated with dealers and advisers.
  • Performs other duties as assigned or directed.
Education and Experience:
Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, with courses in accounting, finance, economics, business administration or business law and one (1) year of experience in securities analysis field, accounting and auditing, business administration or related investigatory field.
Knowledge, Skills and Abilities:
  • Requires working knowledge of securities field and accounting and auditing techniques.
  • Requires working knowledge of investigatory methods and techniques.
  • Requires working knowledge of Illinois Securities Law, and rules and regulations regarding securities registration and securities dealer, salesperson and investment advisor registration.
  • Requires ability to conduct studies of securities and to write reports on findings.
  • Requires ability to analyze and audit financial statements.
  • Requires ability to conduct investigations of suspected fraud and determine if there has been any violation of securities law.
  • Requires ability to maintain satisfactory working relationships with employees and the public.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires ability to lift/carry up to 25 lbs.
