Position/Program Information TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY FILING DATE: Thursday, January 16, 2025 at 8:30 a.m., Pacific Time (PT) This examination will remain open until the needs of the service are met and is subject to closure without prior notice. EXAM NUMBER: PH0904A-EA The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use
If you are looking for a new career that will directly benefit the population of LA County, this may be the opportunity for you. The County of Los Angeles Department of Public Health is seeking qualified candidates to fill emergency Management Assistant vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Management Assistant.
DEFINITION: Performs research and analyses to make recommendations in support of management decisions, which may be of a confidential or sensitive nature and which directly impact the administration of major departmental programs and administrative operations. CLASSIFICATION STANDARDS: Positions allocable to this entry-level analyst class are located in central administrative departments or the central administrative office of a line department, work under the close supervision of a higher-level analyst or supervisor, and are responsible for performing a variety of management staff support functions that require the use of discretion and care in the handling of confidential and sensitive information used to support management decisions. Incumbents in this class are responsible for acquiring and applying a basic knowledge of the principles, concepts and methods used to research, analyze and resolve problems related to such management staff support functions as human resources, employee relations, finance, budget, grants, audits, contracts, capital projects, and other closely related management functional areas.
Conclusions reached and recommendations made at this level impact higher-level staff and management decisions. Assignments made at this level are structured and designed to facilitate the development of broader and more in-depth knowledge and skills in preparation for the assignment of progressively more complex, sensitive and responsible assignments, as experience is gained. As such, individuals encumbering these positions independently carry out routine work assignments that are covered by established procedures and specific guidelines, and receive additional, detailed instructions on new, difficult, or unusual situations.
Incumbents also perform increasingly responsible analytical work by assisting higher-level analysts with the more complex studies. Work completed at this level is closely reviewed to ensure technical accuracy and compliance with instructions or procedures. Essential Job Functions DUTIES AND RESPONSIBILITIES: ESSENTIAL DUTIES: Researches information by locating and extracting information (e.g., by reading, downloading, interviewing, etc.) from relevant sources (e.g., Internet search engines, library materials, government and technical reports, knowledgeable individuals, etc.) in order to provide valid and reliable data for analysis and decision making purposes
Compiles information by grouping and/or categorizing the information (e.g., in tables, spreadsheets, data files, etc.) in meaningful ways in order to facilitate analysis. Analyzes information using qualitative and/or quantitative analytical methods in order to understand and make conclusions based upon large amounts of information. Develops and/or recommends the development of programs or policies to address problems or improve operations by applying the results of research and analysis of pertinent information in order to ensure the highest likelihood of success
Prepares a variety of documents (e.g., reports, business correspondence, memoranda, etc.) using appropriate software programs (e.g., word processing, desktop publishing, presentation, etc.) in order to effectively communicate information to various audiences (e.g., departmental personnel, members of the public, governing boards, etc.). Interacts with a variety of individuals (e.g., vendors, managers, representatives of external agencies/organizations, etc.) when participating in meetings, mediating disputes, making presentations, providing advice and/or consultation services, etc. in order to communicate information, share ideas and/or recommend solutions, and coordinate activities
Coordinates activities, such as those of contractors, consultants, outside agencies, etc. to ensure that programs are successfully implemented. Monitors processes and programs by gathering and analyzing relevant information in order to ensure that processes are capable and stable, and programs are proceeding as planned.
Evaluates the effectiveness of various programs by comparing program outcomes to program goals in order to determine whether to continue, modify, or discontinue programs. Performs various administrative duties (e.g., creating and maintaining files; formatting standard documents; receiving, processing, and routing documents; etc.) by appropriately applying Federal and State laws, County and local ordinances, and departmental policies and procedures in order to ensure all work done complies with established guidelines and requirements. Requirements MINIMUM REQUIREMENTS: A *Bachelor's degree from an accredited college or university.** *Preferred degrees include, but are not limited to, those obtained in areas such as: Management, Public Administration, Human Resources, Finance, Economics, or Organizational Psychology
LICENSE: A valid California Class C Driver License or the ability to utilize alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS: Physical Class II - Light : This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
