This role ensures that large-scale master-planned communities and development projects are positioned for success through proactive entitlement strategies, regulatory navigation, and cross-functional alignment. The VP serves as a key advisor to the Division President and a primary liaison with municipalities, agencies, and community stakeholders.This position **requires onsite attendance 5 days per week** at our office located in **Fairfax, Virginia** in addition to jobsites in the surrounding area.**Primary Job Responsibilities*** Set the strategic vision for land planning and entitlement operations, ensuring alignment with Division and Area goals, market expansion, and long-range development plans.* Oversee the entitlement process for all major projects, from due diligence and feasibility through final platting, permitting, and regulatory approvals across multiple jurisdictions.* Lead and develop a high-performing team of Directors, Managers, and planning professionals, fostering a culture of innovation, accountability, and operational excellence.* Serve as the executive representative with municipalities, regulatory agencies, and community stakeholders, advocating for project approvals and resolving complex entitlement challenges.* Collaborate with Land Acquisition, Development, Legal, and Finance teams to ensure seamless integration of planning and entitlement into the broader development lifecycle.* Review and approve entitlement-related deal terms in Purchase Agreements and joint development agreements, ensuring alignment with legal, operational, and financial objectives.* Monitor and influence regional planning trends, zoning policies, and legislative developments, positioning the company for future growth and mitigating entitlement risks.* Oversee HOA formation and governance strategy for new communities, ensuring long-term operational sustainability and alignment with community vision.* Establish and manage entitlement budgets, schedules, and performance metrics, ensuring transparency, efficiency, and timely execution across all projects.* Perform other duties as assigned.**Career Level (M5)****Organizational Impact:*** Recommends operational plans and strategies that will directly impact the achievement of overall department results.* Directs the execution of strategies established by senior leadership.* Establishes operational plans for job area with short to mid-term impact on results (e.g., 1 – 2 Years).* Work requires a high degree of responsibility for resources and frequently influences business decisions made by senior leadership.* Typically has budget accountability for the department or sub-function.**Leadership & Talent Management:*** Manages a department or smaller sub-function which includes multiple teams led by managers and/or supervisors.* Responsible for creating workforce and staffing plans for department/sub-function to ensure availability of human capital necessary to accomplish departmental goals.* Typically has hiring, firing, promotion and reward authority within own area, in accordance with organizational guidelines.**Knowledge & Experience:*** Requires deep management and leadership knowledge to lead cross-department project or program teams or manage across multiple sub-functions.* Typically has mastery within a specific technical discipline/area or broad expertise across multiple related disciplines.* Typically requires a University degree or equivalent experience and minimum 8-10 years prior relevant experience.**Required Skills*** Basic fundamental knowledge of fundamental civil, geotechnical engineering and surveying* Land development/homebuilding construction experience required* Manage political process and interface with governmental entities* Communication, public speaking and leadership skills**Required Licensing, Registration and/or Certifications*** Valid Driver’s License because driving is an essential function of this position.**Physical Requirements*** Not applicable**Pay Information**$200,000 - $225,000 annually depending upon experience.This position is also eligible for an annual bonus incentive based on the successful completion of defined performance objectives.**General Description of Benefits:**Employees are eligible to participate in the Company’s 401(k) Plan. Employees (and their families) are eligible for medical, dental, and vision insurance coverage. Employees are covered by company-paid disability and basic life insurance. Voluntary insurance coverage options, including critical illness and hospital indemnity, are also available. In addition, the Company offers an Employee Assistance Program and tuition reimbursement (as applicable). In addition to up to 9 paid company holidays per year, employees with less than 10 years of service are eligible for up to 23 paid days off and employees with 10 or more years of service are eligible for up to 28 paid days off. Note that all Sales Consultants, except those in CA, are not eligible for paid time off, but receive the equivalent days in unpaid time off and 8 paid sales holidays.
