CHA Consulting, Inc. is seeking a Water/Wastewater Engineering Project Manager to join our Water Team in Wilmington, DE. This role is designed for an experienced Professional Engineer (PE) who wants full project ownership, client leadership, and long-term career growth within a collaborative consulting environment. You will lead the delivery of municipal water and wastewater infrastructure projects that enhance public health and environmental quality.


  • Manage municipal water and wastewater projects through planning, design, permitting, and construction
  • Ensure schedule adherence, budget control, and quality standards
  • Build and nurture client partnerships, understanding their needs and delivering creative, cost-effective solutions
  • Manage contracts, purchase orders, project documentation, and daily correspondence with clients and subcontractors
  • Take charge of project financials, including budgeting, forecasting, and cash management, while ensuring timely payments and accurate reporting
  • Lead monthly project review meetings, communicating progress and updates to clients, management, and project teams
  • Develop and implement health and safety plans, ensuring compliance with quality standards and regulatory requirements
  • Embrace a “seller/doer” mindset, actively developing new business opportunities and expanding services provided

  • Bachelor’s degree in Civil Engineering required; Master’s degree preferred
  • Minimum of 10 years of progressive engineering experience; minimum of 4 years of project management experience required
  • Professional Engineer (PE) license required
  • Advanced proficiency in engineering, computational, and modeling software (Revit, AutoCAD, MicroStation, etc.)
  • Strong technical background in design, construction and rehabilitation for water/wastewater conveyance and treatment 
  • Proven ability to manage scope, budget and schedule of technical tasks
  • Strong leadership, organization, problem-solving, and multitasking skills
  • Strong understanding of QA/QC procedures, business practices, and engineering laws
  • Strong skills in project accounting, budgeting, and financial management
  • Proven ability to prepare scopes, budgets, contracts and proposals
  • Experience interpreting client contracts and managing multiple projects simultaneously with demonstrated success in managing client relationships
  • Articulate communicator who adapts messaging for diverse audiences
  • Proficiency in MS Office required; knowledge of Deltek Vision, MS Project, or Primavera P6 is a plus
  • Ability to travel as needed
  • Consulting industry experience highly preferred
  • Participation in professional engineering societies/organizations preferred

Salary is based on a variety of factors, including, but not limited to, qualifications, experience, education, licenses, specialty, training, and fair market evaluation based on industry standards.
