Description
POSITION TITLE: Weatherization Program Manager
IMMEDIATE SUPERVISOR: Chief Operating Officer
SALARY RANGE: 45
ISSUANCE DATE: April 2026
FLSA CLASSIFICATION: Exempt
I. DUTIES
The Weatherization Program Manager has a leadership role in program planning, implementation, and evaluation of the Weatherization Program and other activities, as directed and/or authorized by the Chief Operating Officer.
A. Provides general program management and supervision for the Weatherization Program and program staff/contractors.
B. Serves as Auditor/Estimator/Inspector for the Weatherization Program throughout the designated service area.
C. Performs routine and technical tests/measures/calculations on homes selected for services.
D. Serves as the agency's liaison with contractors performing Weatherization work and oversees and inspects their work to assess compliance with program regulations and standards.
E. Implements and adheres to production schedule as determined and assigned.
F. Assures that all assignments are completed in compliance with applicable program, state, and federal requirements, regulations, and protocols.
G. Oversees and conducts home visits and inspections as necessary to carry out duties and requirements.
H. Manages required records and adheres to program record keeping and filing procedures.
I. Ensures compliance with all program requirements, including meeting deadlines, providing reports, and addressing monitoring and reviews.
J. Assists with and adheres to approved program budgets.
K. Responsible for preparing and issuing regular, periodic reports on assigned program activities, to various agencies and/or funding sources, as assigned and directed.
L. Ensures program staff/contractors adhere to program guidelines mandated either internally or by the agency's funders, including all mandated programmatic reporting requirements.
M. Participates actively as a member of LHDC's Management team.
N. Markets and promotes LHDC programs throughout program service areas.
O. Attends and/or convenes meetings, conferences, workshops, and training sessions as authorized and directed and maintains required certifications for the provision of the Weatherization Program.
P. Supports and promotes the agency's mission, vision, values, and goals including the agency's Strategic Plan.

Requirements
II. JOB REQUIREMENTS
A. Building Performance Institute (BPI) Energy Auditor and Quality Control Inspector (QCI) certifications, or Indiana Weatherization Competency certifications required. A graduate of an accredited college or university with at least a Bachelor's Degree in Heating, Ventilation, and Air Conditioning (HVAC) Technology; Energy Technology; or Building Construction Technology or Management is required. A combination of both education and/or experience may be accepted in lieu of a degree.
B. Ability to communicate frequently, both in writing and orally, in an effective and positive manner.
C. Ability to work independently and both positively and effectively with members of the public, supervisors, subordinates, and other LHDC volunteers and employees.
D. Ability to plan, organize, and follow through on assigned activities.
E. Possess the ability to learn and develop on the job.
F. Ability to interpret and communicate agency rules, regulations, and procedures as well as rules and regulations set by agency funding sources.
G. Possess strong organizational skills.
H. Ability to deliver effective results, meet tight deadlines and targets.
I. Proficient knowledge of English grammar, punctuation, and mathematics.
J. Proficient with computer systems and functions, including MS Office (Word, Excel, PowerPoint), Internet and email usage.
K. Ability to analyze and provide solutions to a variety of problems.
L. Ability to work an irregular schedule, if necessary.
M. Strict confidentiality is expected and required.
N. Must possess a valid driver's license and vehicle insurance and be able to travel both locally and out-of-area as necessary. Travel may require overnight stays.
O. Possess the ability to establish trusting relationships while maintaining boundaries.
P. Demonstrates acceptance of individual differences and is willing to work with the culturally diverse populations present among the site's target population.

R. Ability to perform all essential duties as defined for the position.
III. JOB RESPONSIBILITIES
A. Directly responsible to the Chief Operating Officer.
B. Work assignments are carried out in accordance with established procedures and format and within a reasonable amount of time.
C. Works in accordance with established LHDC Employee Handbook, Board-established policies, Internal Operating Instructions, and agency and program policies and procedures.

V. WORK ENVIRONMENT
A. Position is based out of the Larry K. Kleeman Center in Tell City, IN. Position involves frequent travel throughout service areas, and due to the nature of the duties, involves working at various locations and properties throughout the service areas.
B. Work is generally performed both in a standard office environment and at on-site projects.
C. Position requires constant positioning of self and to be in a stationary position for periods of time. Position also requires the ability to operate tools and equipment to perform job duties. The ability to lift heavy items, ascend/descend stairs and ladders, and work in tight spaces. The ability to stand for an extended period of time, bend, stoop, lift, move or transport items, traverse as needed, and operate standard office equipment is required. Position involves exposure to weather conditions, mechanical hazards, and hazardous materials.
