Content Development and Delivery SMEs (IS EVD)Summary
C² Technologies, Inc. is seeking Content Development and Delivery Subject Matter Experts (IS EVD) to develop and maintain high‑quality instructional content in support of the Education and Virtual Delivery (EVD) mission. SMEs transform policy, doctrine, technical material, and mission‑specific requirements into accurate, engaging, and instructionally sound learning solutions delivered across online, virtual, and blended formats.
Responsibilities
• Serve as a subject‑matter expert to review, validate, and contribute to the development of instructional content.
• Develop, revise, and maintain SCORM‑compliant training materials aligned with instructional design guidance.
• Collaborate closely with ISDs to ensure content accuracy, clarity, and instructional alignment.
• Provide expert‑level input on mission‑specific concepts, policy interpretation, guidance, and field practices.
• Ensure instructional content is current, technically accurate, and meets accessibility and Section 508 compliance requirements.
• Support development schedules and coordinate with cross‑functional teams to achieve high‑quality deliverables.
Education
• Bachelor’s degree from an accredited institution; OR
• In lieu of a degree, an additional five (5) years of relevant security, CI, Insider Threat, or program‑specific experience.
Experience – Required
• Current Top Secret clearance with SCI eligibility.
• Demonstrated subject‑matter expertise within the assigned mission area (e.g., Insider Threat, CI, Security, SAP, or related specialty).
• Experience providing technical or operational expertise to support training development programs.
• Experience working with instructional development teams to review, validate, or refine content.
Experience – Preferred
• Trusted Tester or accessibility‑focused certification/experience.
• Hands‑on experience with SCORM packaging, xAPI, or LMS‑related content requirements.
• Experience developing or validating virtual content for DoD, Intelligence Community, or federally aligned programs.
Tools amp; Software
• eLearning authoring tools (e.g., Articulate Storyline, Adobe Captivate).
• SCORM and eLearning packaging tools.
• Document and content management systems.
• Collaboration platforms used for virtual content development.
Knowledge amp; Skills
• Mastery of mission‑specific policy, doctrine, or operational practices.
• Strong ability to translate technical or operational subject matter into accurate, instructionally aligned content.
• Attention to detail, editorial rigor, and ability to ensure consistency and quality across materials.
• Effective communication skills and ability to collaborate closely with ISDs and development teams.

Base Salary Range: $50,000 – $100,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
