BEI Tactical requires the below position for a future anticipated award.  When awarded, we will support the CENSECFOR at Virginia Beach, VA.
This effort is In support of the Center for Security Forces (CENSECFOR), the Instructional Designer provides professional and technical support for the planning, analysis, analysis, design, development, implementation, and evaluation of the various training course documents and provides related administrative management support as required. 
The following position is required for this effort:
Position:  Instructional Designer .

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • All ISD personnel are responsible for reading, adhering to, and following the policies and procedures outlined in CENSECFORINST 1540.1 (Training Policy and Guidance), CENSECFORINST 1540.4 (Learning Standards Office Policies and Procedures), and NAVEDTRA 142 (Navy Training Process).
  • Development of training course documentation and products to support new curriculum projects, revision, and change functions to include:
    • Develop Training Project Plans (TPPs) which serves as the blueprint for curriculum development efforts.
    • Develop Course Training Task List (CTTL) by analyzing Job, Duty, Task, Analysis (JDTA) data to identify duties and tasks that support course mission statement.
    • Develop Training Course Control Document (TCCD) including Front Matter, Curriculum Outline of Instruction (including supporting Terminal and Enabling Objectives) and Annexes (identifying resources required to support the course of instruction and Course Master Schedule (CMS)).
    • Develop Lesson Plans (guideline for the use of all other training materials/guidance for conducting the course), and providing instructional designer personnel with the definition and direction of training objectives and supporting Instructional Media Materials/Visual Information such as graphics and presentation materials.
    • Develop Student Guides (material with objectives to be attained and material containing knowledge/skill objectives the trainee attains upon successful completion).
    • Develop AI-assisted Testing Materials to include the Testing Plan, Knowledge Test Administration Guide (KTAG), Performance Test Administration Guide (PTAG) and the Master Test Bank.
  • Design of instructional components, e.g., sequencing and clustering of learning events and objectives, task learning relationships, and instructional design plans.
  • Designs qualitative and/or quantitative performance measures for the assessment and improvement of complex training.
  • Utilization of a variety of training products to provide learning solutions. These products may include formal curricula, interactive courseware (ICW) storyboards, job aids and computer-based training (CBT) programs. Specific tasks include (but are not limited to):
    • Development and validation of measurable terminal and enabling learning objectives in accordance with NAVEDTRA standards, ensuring objectives include clearly defined conditions, standards, assessment methods, and performance criteria.
    • Assist in conducting and documenting Job Duty Task Analysis, Front End Analysis, and Business Case Analysis, to include development of JDTA task statements and support to Training Requirements Reviews for identification of training requirements.
    • Provide instructional data for Business Case Analyses.
    • Provide data for TPPs and review deliverables.
    • Analyze Training Tasks: Generate CTTLs including standards and requirements sources. Review deliverables.
    • High-Level Design Documentation. Provide documentation linking JDTA to Learning Objectives (Traceability Matrix).
    • Create measurable learning objectives with conditions and standards.
    • Create Course Outlines of Instruction supporting information in TCCD.
    • Document Instructional Strategies and complete Instructional Media Design Package and Storyboards. Review deliverables.
    • Develop Training Material and Create NAVEDTRA standard Lesson Plans, Student Guides and testing materials, as appropriate for various modes of content delivery.
    • Develop Instructional Media Materials, including slide shows, interactive multimedia or e-Learning products. Review and test deliverables.
    • Evaluate developed training, including Participate in focus groups and course pilots in order to verify content meets instructional, Navy, and visual standards. Review deliverables.
  • AI-Assisted Instructional Design Capability
    • Editing for clarity, consistency, and compliance with NAVEDTRA standards.
    • AI-assisted data analysis support.
    • AI-assisted content drafting (TPPs, TCCDs, COIs, etc.).
  • Compare task data obtained from Job Duty Task Analysis (JDTA) to existing training course document learning objectives, in order to identify training gaps, and/or redundancies to be used to develop a Benefit/Cost Analysis (BCA). The one Instructional Designer with multimedia expertise will typically perform all of the above and the following duties:
  • SharePoint Administration:
    • Configure and maintain SharePoint sites, libraries, lists, and user permissions.
    • Implement site structure and navigation to enhance usability and accessibility.
    • Ensure adherence to organizational policies for SharePoint content management and governance.
  • User Support and Training:
    • Provide basic troubleshooting and user support for SharePoint-related issues.
    • Develop and deliver user training sessions or documentation on SharePoint best practices.
    • Assist users in uploading, organizing, and sharing documents effectively.
  • Workflow and Automation Support:
    • Assist in the creation and modification of SharePoint workflows to automate common business processes.
    • Support the integration of SharePoint with Microsoft Office applications and other enterprise tools.
    • Ensure workflows meet operational and compliance requirements.
  • Security and Compliance:
    • Ensure proper access controls and permissions are in place for document security.
    • Assist in compliance with organizational records management policies.
    • Support periodic audits to ensure adherence to data governance policies
 QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED: 
  • Associates Degree in an Instructional Design, Curriculum & Instruction, or Educational Technology discipline with at least one (1) year of experience in an education, training, or curriculum development role with a focus on development of training documentation and instructional management; or High School Diploma or GED with at least five (5) years’ experience in a training development or education role with a focus on development of training documentation and instructional management.
  • Experience with AI-assisted tools to support instructional design, content development, data analysis, or curriculum quality assurance. 
  • A minimum of three (3) years’ experience using Microsoft Teams, Microsoft Word, Microsoft PowerPoint, and Microsoft Excel.
  • Experience in all phases of the instruction systems design process (planning, analyzing, designing, implementing, evaluation, and maintenance). 
  • Possess, or be able to obtain, a security clearance up to the Secret level.
In addition to the above, the Instructional Designer with multimedia expertise will:
  • Have experience in SharePoint site development, automation, and administration.
  • Be proficient in Power Automate for workflow automation.
  • Be experienced in Microsoft Office, Adobe Creative Suite, and video editing software (Premiere, After Effects).
