Job description

Position Description About Harris County Housing and Community Development Department: Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County. Our services include spurring community investment through the provision of homebuying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building. Program Coordinator Overview: Under moderate supervision, the Immigration Program Coordinator will serve as a project coordinator to elevate and support the County's immigration programs.

This position is responsible for coordinating and collaborating with awarded vendors across immigration program services and hotline operations. The coordinator will work closely with internal Harris County departments, local community partners, and other key stakeholders as part of broader immigration efforts. In addition, this role will support Harris County's project in partnership with the Vera Institute of Justice, National Partnership for New Americans (NPNA), Cities and Counties for Citizenship (CC4C) and Immigrant & Refugee Commission Board with the shared goal of strengthening immigration-related programming and helping ensure Harris County is a safe and welcoming place for immigrants.

Duties & Responsibilities: Serves as the primary liaison for ILSF, SSIL, and INSF vendors; maintains regular communication to ensure compliance, alignment, and effective service delivery. Leads county wide outreach to connect immigrant communities with legal services; builds partnerships with community organizations and stakeholders to increase program awareness, access, and participation. Conducts vendor reviews and monitors performance to ensure high-quality, culturally competent, and timely services; identifies gaps and supports continuous improvement.

Supports the development of RFPs, scopes of work, and program guidelines for immigration programs; coordinates with County leadership and Finance to sustain and administer funding; prepares reports and provides updates to stakeholders and vendors. Uses program performance and outcomes to assess effectiveness, recommend enhancements, and support development of new immigration initiatives. Creates and implements detailed work plans for immigration programs; collaborates with internal County agencies and stakeholders to review the County's Immigration Action Plan, including the Naturalization investment, and works collaboratively with the Immigrant and Refugee Commission Board.

Partners with communications staff to elevate Harris County's immigration efforts; coordinates with VERA Institute of Justice data partners and with NPNA to support national naturalization campaigns (e.g., Naturalize NOW) that amplify local work. Participates in CC4C network calls, webinars, and trainings to stay informed about immigration efforts and best practices from other localities. Serves as a key point of contact for Harris County immigration efforts; participates in community meetings to assess current initiatives and identify opportunities to expand immigration-related programming

Helps to stand up new programs as the County allocates funding to new initiatives. Reviews systems and metrics used to evaluate the effectiveness of naturalization efforts across Greater Houston; partners with the Harris County IGA office to track changes in immigration law and local trends to ensure programs remain responsive and aligned with community needs. Participates in Immigrant & Refugee Commission Board calls, meetings, and trainings to stay informed about immigration efforts and recommendations and best practice.

Requirements Education: High school graduate or equivalent from an accredited college or university Experience: Four (4) years of professional experience developing and implementing nonprofit programs and initiatives and or policy at a local/state level. Licensure: Valid Driver's License (Texas upon hire) Knowledge, Skills and Abilities: Proficiency in Microsoft Office applications. Excellent verbal and written communication skills.

Ability to build and manage relationships with relevant partners (government, CBOs, academic institutions, small businesses, nonprofits, etc.) Ability to multitask and prioritize deadlines

Work Environment: This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. Occasional required travel to training events or meetings. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.

The role is predominantly sedentary, involving mainly sitting with occasional standing and walking. Employment may be contingent on passing a drug screen and meeting other standards.
