The Director of Special Education implements and maintains special education programs and services in conformance to district procedures and state and federal laws; providing written support and/or conveying
information; serving as a resource to parents and school personnel, as well as the Board of Education.
QUALIFICATIONS:
1. Master's Degree in Special Education required.
2. Documented experience (3 years preferred) in special education leadership preferred.
3. Possess or eligible for Delaware Certification as Teacher of Exceptional Children.
4. Minimum of 5 years successful special education classroom teaching experience.
5. Experience in school wide special education case management preferred.
6. Prior certificated experience with increasing levels of responsibility related to special education, curriculum programming, designing services for students, and ability to diffuse tenuous situations.
7. State of Delaware District level experience preferred in: District September 30th Count, December 1 Accounting, Consolidated Grant, Unique Education Alternative applications and renewals, ESY/12 month Program Development, Response to DDOE Findings (root
cause analysis, corrective action plan development and implementation), Unique Transportation, Early Intervention Programming, Tuition Programs, etc.).
8. Demonstrates computer literacy (Word, Excel, Outlook, PowerSchool IEP, eSchool, DELSIS, Data Service Center, Edinsight Reports Portal, Schoology, DOE Help Desk, etc.)
9. Ability to handle multiple projects simultaneously that involve specific timelines, communication with staff, response to the unexpected, and remain calm in emergencies.
10. Knowledge and experience adhering to federal and state regulatory requirements.
11. Ability to build relationships with all stakeholders.
12. Excellent organizational, communication and interpersonal skills.
13. Possess or be willing to obtain Director of Special Education Certificate required.
14. Favorable criminal background and child protection registry check for the candidate offered employment required.
15. Tuberculin test required.
16. Participation in Direct Deposit required.
PERFORMANCE RESPONSIBILITIES:
1. Interacts with parents, advocates, and attorneys of students with disabilities for the purpose of defining and implementing services addressing the unique needs of each qualifying student.
2. Collaborates with District personnel and peers for the purpose of implementing and maintaining services and programs.
3. Coordinates program components, support needs and materials for the purpose of delivering services that conform to established guidelines.
4. Provides assistance in developing proposals, new programs, budgets, and grants collaboratively as part of the Administrative Team for the purpose of meeting student needs.
5. Prepare and present professional development on on-going basis to Special Education Staff and School Administrators.
6. Evaluates special education programs and curricula for the purpose of providing FAPE to each eligible student.
7. Facilitates meetings, processes, etc. for the purpose of developing, implementing and maintaining appropriate special education services.
8. Monitors assigned programs and projects for the purpose of complying with district and state curriculum and instructional objectives.
9. Participates in personnel functions (e.g. recruitment, hiring, evaluations, identifying contracting solutions, etc.) for the purpose of maintaining adequate staffing, matching staff to student needs and ensuring that objectives of special education programs are achieved
within budget.
10. Prepares written documents for the purpose of responding to inquiries, conveying information, or memorializing meetings.
11. Assists with the presentation of information on programs, services, regulations, etc. for the purpose of serving as a resource for parents, school personnel, or the Board of Education.
12. Supervises Case Managers and Related Services staff and contractors for the purpose of assuring the development and implementation of services based on student needs.
13. Plans and Coordinates District Parent Advisory Committee meetings.
14. Oversee Gifted and Talented Program and Homebound for the District.
15. Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
16. Build relationships with all school district stakeholders.
17. Attend district events as needed.
18. Perform other assignments and accept other responsibilities as may be assigned.
