Job description

WHO WE ARE:
TWC is the state agency charged with overseeing and providing workforce development services, to include unemployment benefits. We are guided by our core beliefs, including that our success is based on our organizational values, which includes that our employees are our greatest asset.
The UI Training Team is tasked with developing highly skilled staff who assist individuals with Unemployment Insurance claims. The goal is to provide innovative training programs with cutting-edge curriculum for highly effective trainers. This position could house in Austin, at 1411 Brazos St., or one of our Tele-Centers.

TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
WHO YOU ARE:
You are a creative, tech-savvy, detail-oriented individual passionate about developing engaging training programs that empower others. You thrive in a collaborative environment, have a knack for simplifying complex information, and are driven by a desire to make a positive impact.
The UI Training Curriculum Developer (E-Learning Developer I) performs complex (journey-level) instructional development and training work under moderate supervision with limited latitude for the use of initiative and independent judgment. The Curriculum Developer will play a pivotal role in designing engaging training for adults and enhancing training materials and programs.
 

YOU WILL BE TRUSTED TO:
- Design and develop engaging e-learning & instructor-led training programs with the following components: outlines, syllabi, lesson plans, activities, PowerPoint presentations and multimedia components to include audio, video, animation, narration, and simulations, using a variety of development tools.
- Differentiate instructional content or delivery methods for different classroom environments, levels and types of learners.
- Design intuitive e-learning tools and interfaces that are easy to use.
- Define instructional, learning, and performance objectives.
- Assess and maintain curricula, recommend improvements regarding course design, technology, instructional methods and delivery options, and evaluate training effectiveness.
- Research training methods and trends; collaborate with subject matter and technical experts to develop and apply appropriate designs and to ensure e-learning content requirements are implemented.
- Participate in/facilitate curriculum review and subject matter advisory meetings.
- Provide consultation and technical assistance to agency staff on training initiatives and issue resolution.
- Perform related work as assigned.

YOU QUALIFY WITH:
- Graduation from an accredited four-year college or university with major course work in instructional design, information technology, communication, human resources, organizational development, education or a related field.
-One year of experience in E-Learning development, instructional design work, training and development procedures and techniques, learning design models and principles, instructional design principles and techniques, E-Learning tools and learning management systems, programing languages, and curriculum design may be substituted for each year (30 semester hours) of education.
YOU ARE A GREAT FIT WITH: 
- Experience in e-learning development and/or instructional design.
- Graduation from an accredited four-year college or university with major coursework in instructional design, communication, education, or a related field. 
- Experience/education may be substituted for one another.
- Deep knowledge of instructional design principles, L&D procedures and techniques, and andragogical principles and learning theories.
- Knowledge of accessibility standards and guidelines (e.g., WCAG).
- Proficiency in e-learning software (Articulate), Adobe Illustrator, and Microsoft Office and Visio.
- Creative thinker, adaptable in curriculum design.
- Strong communication, presentation, & interpersonal skills.
- Ability to manage projects, prioritize tasks, & meet deadlines.
- Ability to effectively assess needs, evaluate efficacy, and receive and incorporate feedback.
- Experience in technical curriculum development or instructional design and e-learning creation.
- Proven ability to tailor teaching methods to industry and audience.
- Proficiency in training technology and digital learning tools and the ability to troubleshoot technical issues.
- Experience working with Subject Matter Experts (SMEs)
- Knowledge of copyright and trademark rules for writing and delivering content and graphics.
- Knowledge of unemployment insurance policies and procedures.

WHAT YOU NEED TO KNOW
- Will work 40 hours a week during hours of operation Monday through Friday, 7:00 AM to 6:00 PM CT. Occasional overtime (evenings, weekends, and holidays) may be required. Management will set the schedule. 
-Duty involves up to 10% travel within the state of Texas and the ability to lift 15 pounds.
