DEPT OF EMERGENCY AND MILITARY AFFAIRS The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections-operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Disaster Recovery Coordinator 2 is a part time, as needed position.
Personnel either occupying these positions or hired for these positions are available to provide project support, act as additional /supplemental staff in the State Emergency Operations Center (SEOC) during activation of the Primary or Alternate SEOC for an incident, event, or exercise. This position provides the agency with the flexibility to expand and provide staffing levels to best meet mission requirements based upon the situation. Disaster Reservists are utilized to support any branch/section within the Arizona Division of Emergency Management and it is imperative they are able to work effectively in high stress environments and potentially adverse conditions during field deployments. The Disaster Reservist Coordinator 2 (DRC 2) will deploy to act as liaison between the SEOC and county/local Emergency Operations Centers (EOC) and or Incident Command Posts (ICP) to support intelligence gathering in the field and supporting policy decisions to mitigate the effects of the disaster. The primary function of this position is to facilitate effective communication and coordination between the SEOC, county/local EOC and the ICP. The DRC 2 is required to have and maintain a working knowledge of assessing disaster effects, information gathering, incident command systems, incident action planning and safety procedures, and must have highly effective verbal and written communications skills. Oversees the administration of an incident management assistance team (IMAT) for administrative and possible deployment requirements to include: training, readiness, roster responsibility, and other duties necessary for deployment of an IMAT. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:
Prepares plans and responds as directed to perform duties in the SEOC/EOC environment supporting a wide variety of areas including, Plans, Logistics, Operations and Liaison Officer duties to support emergency response operations. Liaisons and networks with Incident Management Teams, state agencies, county emergency managers, and local officials during special events, emergency incidents or disasters and during post disaster recovery. Attends EOC and IMT meetings to ensure common operating picture among stakeholders with the Area of Responsibility (AOR). Conducts and executes verbal and written situational briefings/updates to all stakeholders of current conditions within the disaster area(s) as necessary. Assists the Recovery Branch in establishing the need and location of the Individual Assistance Service Center (IASC) as the situation dictates. Provides briefings and written situational reports as scheduled or as needed to the Operations and Policy Sections.
Prepares assigned IMAT training, rostering, and readiness of the team for deployment. Works with the other IMAT leads to implement seminars, drills, and exercises to ensure teams are ready for authorized missions. Acts as the conduit between the teams and requesting jurisdictions. Assists with deployment activities as necessary. Ensures all deployment packages are properly qualified and equipped for the mission.
Provides training in the Incident Command System as requested by the DEMA-EM training branch to include ICS 100, 200, 300, 400, and 191. Also assists with FEMA 2300 and FEMA O-305 course. Assist with training and administrative duties for the reservists program to insure the Reservists are properly prepared to respond to emergent incidents and planned events.
Works assigned projects at the State, County, Tribal and local jurisdictional level emergency management enterprises in support of all phases of emergency management, that enhance priorities and objectives for Emergency Management Performance Grant (EMPG) activities and the DEMA Strategic Plan.
Trains for specific SEOC/EOC/Multi Agency Coordination Center (MACC) positions and performs duties as assigned in accordance with internal agency policy. Depending on situation, could be assigned to other sections for support as situation dictates.
Attends training workshops to maintain and sustain a working knowledge of emergency management principles, standards, and practices. Attends FEMA related and other emergency management courses to enhance their knowledge of the four phases of emergency management. Assists with incident action planning and safety procedures to affected county(s) tribal or local jurisdictions. Acts as a Emergency Management Assistance Compact (EMAC) A-Team member both in state and out of state Governor emergency declared incidents for logistical and coordination support.
Work with stakeholders, local community members, Volunteer Organizations Active in Disaster (VOAD) & Community Organizations Active in Disaster (COAD) to coordinate response and recovery operations. Assess and coordinate supply chain management/logistics operations within a disaster, event or other activity to ensure any gaps or other shortfalls are addressed. Supports coordination of ordering or locating state or private resources through mutual aid or other procurement sources to support approved resource requests. Completes ICS documentation and provides after action reports of activities, conversations, actions, and decisions made to support the incident, event, or other activity. If already qualified, perform as Adjunct instructor to teach ICS courses offered via FEMA through DEMA.

Selective Preference(s):

A combination of education and experience in Emergency Management may be used to qualify for this position if there are at least six (six) months of specialized experience, education, and training that meets the knowledge, skills, and abilities as described. AQS qualified in emergency management and/or incident response disciplines such as Plans Chief, Operations Chief, Policy Chief, Incident Commander, or other supporting positions within the AQS/NQS/NWCG programs. EMAC A-Team qualified. ICS instructor qualified. Able, if not already qualified, to complete the FEMA ICS for Professional Development Series and Advanced Professional Development Series. Experience as a supervisor is preferred.

Pre-Employment Requirements:

Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete the required driver training (See Arizona Administrative Code R2-10-207.12).
In and out of State travel may be required.
Selected incumbents are required to pass a criminal background investigation and have identification enabling them to enter federal facilities.
FEMA Courses IS 100, IS 200, IS 700, IS 800, and IS 2200 are required.
The individual prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations.
Must become ICS Instructor certified within 2 years of hire date.
Must become EMAC A-Team qualified within 2 years of hire date.
Must be AQS LNO/LOFR credentialed within 2 years of hire date
