THIS ROLE IS CONTINGENT ON CONTRACT AWARD


At CTRMG, we specialize in various core capabilities including Human Capital Management Services, Acquisition Support Services, IT Management Support Services, Grants Management Services, Medical and Laboratory services, and Healthcare Delivery Services. With our wide range of experience, we provide valuable expertise in critical areas of consulting and acquisition operations. 


The Program Manager serves as the primary interface between contractor personnel and the client. This role provides overall leadership, coordination, and oversight for contract execution, ensuring the delivery of high-quality, compliant, and timely support services. The Program Manager is responsible for program cost, schedule, and performance management, while advising federal leadership and enabling mission success through structured program management, strategic planning, and cross-functional coordination.


Essential Duties and Responsibilities

The Program Manager shall perform, at a minimum, the following duties:

Serve as the primary Point of Contact (POC) to the Contracting Officer's Representative (COR) and government stakeholders

Plan, execute, and oversee all program activities in alignment with the client's strategic priorities

Manage program cost, schedule, and performance in accordance with contract requirements and agency expectations

Provide strategic, technical, and operational guidance to federal leadership

Facilitate coordination among cross-functional teams, agency stakeholders, and external partners

Track, assess, and report program progress, risks, issues, and performance outcomes

Support the development and implementation of process improvements and best practices

Ensure all program deliverables meet established quality, compliance, and timeliness standards

Lead and participate in program meetings, briefings, and formal status updates

Ensure adherence to federal contract compliance requirements and internal company policies

Requirements

Contractor personnel shall meet the following minimum requirements:

Bachelor's degree with 5 years experience in a related field OR Associate's degree with a  

minimum of eight (8) years of relevant experience

Demonstrated experience managing federal programs or government contracts

Strong leadership, communication, organizational, and stakeholder engagement skills
