Summary

Bell's AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW British Columbia supercluster and a 300 MW flagship site in Regina, Saskatchewan.

As MEP Program Director, you will own the mechanical, electrical, and plumbing program at the portfolio level-setting the M&E design standards, delivery playbooks, procurement strategies, and governance that every site inherits and executes against. Rather than delivering a single facility, you will drive consistency, repeatability, and continuous improvement across the entire national fleet, ensuring MEP scope is planned, standardized, and governed to mission-critical standards as the program scales aggressively.ย ย 

Key Responsibilities
  • Own the enterprise MEP program strategy across the national data centre portfolio, establishing standardized M&E design basis, specifications, and delivery playbooks.ย 
  • Define and govern MEP standards for power, cooling (including high-density/liquid cooling), UPS, generation, and controls to ensure fleet-wide consistency and repeatability.ย 
  • Set the modular/prefabrication program strategy, driving standardized modular MEP approaches that de-risk schedule and quality across all sites. ย 
  • Provide program-level oversight and technical governance to site-level MEP and module delivery leaders, ensuring alignment to standards and lessons learned.ย 
  • Own MEP program-level budgeting, forecasting, and reporting, providing roll-up visibility across multiple concurrent builds to Capital Programs and AI Fabric leadership.ย 
  • Lead MEP vendor and OEM strategy at the portfolio level, negotiating master agreements and standardizing supply chains for critical M&E equipment.ย 
  • Establish program-wide commissioning standards and quality frameworks (FAT/SAT, LOD classification, integrated testing) to ensure consistent, handover-ready outcomes. ย 
  • Drive program-level risk management, change governance, and interdependency management across sites, escalating systemic issues proactively.ย 
  • Partner cross-functionally with engineering, program controls, procurement & asset management, and site construction to integrate MEP strategy into the broader program. ย 
  • Build, mentor, and scale the MEP program leadership function as the national program grows.
Critical Qualifications
  • 15+ years of MEP leadership on large-scale capital programs, with direct experience across multiple hyperscale or mission-critical data centres (100MW+ / multi-site portfolios preferred). ย 
  • Proven track record setting M&E standards, playbooks, and governance at a program or portfolio level-not just single-project delivery.ย 
  • Deep technical expertise across data centre M&E systems-power distribution, UPS, generators, switchgear, chilled water, and high-density/liquid cooling.ย 
  • Experience defining and scaling modular / off-site MEP strategies across a fleet of facilities.ย 
  • Strong command of program-level cost management, forecasting, and integrated master scheduling (e.g., Primavera P6).ย 
  • Expertise in commissioning standards and quality frameworks (FAT/SAT, LOD design classification, integrated systems testing). ย 
  • Demonstrated ability to build and mature a program/engineering function from a formative stage.ย 
  • Exceptional stakeholder management and executive presence, able to influence and challenge senior engineering, construction, and executive leaders.ย 
  • Degree in Mechanical, Electrical, or related Engineering discipline; P.Eng., PMP/PgMP, or commissioning certification (e.g., ACG/CxA) strongly preferred.ย 
  • Willingness to travel nationally between build locations and fabrication facilities as the portfolio scales.ย 

Adequate knowledge of French is required for positions in Quebec.ย
