Job description

Overview

The Director of Business Development and Alternative Delivery leads the identification of opportunities and manages the pursuit of transportation infrastructure projects delivered through Design-Build (DB), Progressive/Phased Design Build (PDB), Public-Private Partnerships (P3), and Construction Manager-at-Risk (CMAR) methods. This person will be responsible for successful capture of major alternative delivery pursuits from identification through award.  The role is pivotal in driving innovation, managing risk, and ensuring successful delivery of complex transportation projects such as highways, bridges, transit systems, and multimodal corridors.

This role may be hybrid and ideally based in the Southeast.  

Preference given to our MasTec Civil offices near Miami, FL, Jacksonville, FL, Tampa, FL, Nashville, TN, or Charlotte, NC.

Responsibilities

BUSINESS DEVELOPMENT

  • Identify, evaluate and manage the pursuits of major alternative delivery transportation projects.
  • Conduct go/no-go’s to strategically evaluate new opportunities within the transportation infrastructure sector.
  • Represent the organization in public forums, industry conferences, and stakeholder meetings.
  • Identify, review and vet potential joint venture partners, design consultants and key subcontractors suited for the particular pursuit.
  • Oversee full lifecycle of alternative delivery transportation projects from concept through closeout.
  • Develop and strengthen relationships with key clients, partners, stakeholders and design consultants.
  • Own and maintain company project acquisition database ensuring data integrity for pursuits and accurate forecasting.

PURSUITS

  • Lead project teams in developing technical solutions, schedules, and budgets aligned with client goals
  • Ensure compliance with transportation agency standards
  • Collaborate with legal, financial, and technical experts to structure winning bids.
  • Lead pursuit of major transportation opportunities, including conducting risk assessments, designer management, and construction innovations during pursuit phase, as needed.
  • Identify project risks and opportunities related to contract language, market conditions, resources, design scope and construction methods.
  • Evaluate and recommend liability limits for design consultants and risk program for the alternative delivery projects.

LEADERSHIP

  • Promote a culture of collaboration, innovation, and accountability Serve as primary point of contact for clients and contractors during pursuit, development and innovation phases.
  • Lead proposal development, teaming strategies, and contract negotiations.
  • Lead project team in the collaboration efforts for alternative technical concepts and accelerated innovative design development phases.
  • Coordinate with internal departments including estimating, safety, quality, operations, project controls, marketing, accounting and executive administration.

Qualifications
  • Bachelor’s degree in Business, Civil Engineering, Construction Management or related field
  • 10+ years of experience in transportation infrastructure project delivery.
  • Experience with state DOTs, transit agencies, and federal transportation programs
  • Delivery of large-scale highway, rail, or bridge projects

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Strong leadership, negotiation, and communication skills
  • Proven success with alternative delivery methods (DB, PDB, P3, CMAR) in transportation
  • Experienced in contract negotiations related to design consultant agreements and joint venture agreements
  • Understanding of risk and insurance programs required for the alternative delivery projects.
  • Deep understanding of transportation funding mechanisms, procurement processes, regulatory frameworks, development agreements, joint venture agreements and design services agreements.
