Job description

GovCIO is seeking an experienced Program Director with deep expertise leading large-scale federal IT programs, hybrid infrastructure modernization, data center operations, FinOps, Service Integration and Management (SIAM), and business office integration to support the Department of Veterans Affairs (VA) Office of Information Technology (OIT). In this role, you will serve as the senior accountable leader across multiple program workstreams, collaborating closely with VA executive leadership, the COR, senior OIT partners, business stakeholders, technical leaders, and corporate operations to drive enterprise alignment, modernization strategy, and mission outcomes.
This role will act as a trusted advisor to VA leadership, ensuring high-quality delivery across Infrastructure Enhancements, Data Center Operations, FinOps, SIAM implementation, and Business Office Integration within a complex hybrid cloud and on-premises environment.
This position is fully remote, located in the United States.
Responsibilities
  • Serve as the primary interface to VA executive leadership, the COR, senior stakeholders, federal partners, and internal leadership.
  • Lead executive briefings, KPI reporting, quarterly optimization reviews, governance discussions, and strategic decision-making forums.
  • Establish and maintain governance structures, decision frameworks, escalation pathways, operating rhythms, and stakeholder engagement models.
  • Develop a deep understanding of VA's IT architecture, business operations, infrastructure priorities, modernization goals, funding posture, and ongoing transformation initiatives.
  • Oversee development and execution of the Strategic Infrastructure Optimization Plan (SIOP), Multi-Year Modernization Roadmap, and related transformation strategies.
  • Drive enterprise-wide modernization across hybrid infrastructure environments, including cloud, on-premises systems, data center operations, service delivery, and business office functions.
  • Integrate SIAM, FinOps, infrastructure optimization, data center engineering, and operational improvement initiatives into a unified program strategy.
  • Align program delivery with VA strategic priorities, portfolio needs, mission objectives, and funding models.
  • Lead delivery across functional domains, including Infrastructure Optimization, Data Center Engineering & Operations, SIAM framework implementation, FinOps maturity, cost optimization, incident management, and operational excellence.
  • Manage a large, multi-disciplinary team of 50+ personnel, including task leads, technical leads, delivery teams, and cross-functional stakeholders.
  • Ensure all deliverables meet client expectations for quality, timeliness, accuracy, compliance, and mission impact.
  • Champion Agile methodologies, performance-driven delivery models, transparent reporting, and continuous improvement practices.
  • Define, track, and report KPIs, OKRs/KRs, automation targets, service delivery metrics, operational performance measures, and executive-level outcomes.
  • Use data analytics, dashboards, and performance reporting to inform decision-making and improve program outcomes.
  • Conduct quality assurance reviews, performance assessments, risk reviews, and program health evaluations.
  • Drive innovation, operational maturity, technical excellence, and continuous improvement across all program workstreams.
  • Maintain enterprise risk registers, mitigation strategies, compliance documentation, audit readiness materials, and disaster recovery posture.
  • Oversee incident management, response processes, system reliability improvements, service delivery maturity, and operational support functions.
  • Manage T&M level of effort, monitor underburn, identify resource gaps, and recommend reallocation strategies.
  • Oversee cost models, ROI tracking, financial governance, portfolio alignment, and financial optimization activities.
  • Partner with finance, recruiting, corporate operations, delivery leadership, and business office stakeholders to ensure program success.
  • Present and defend program strategies, delivery decisions, risks, tradeoffs, and recommendations clearly and confidently in both individual and team discussions.
  • Document and report on value delivery across IT initiatives to demonstrate impact and drive informed decision-making.

Qualifications
Required Skills and Experience
  • Bachelor's degree in Computer Science, Information Systems, Information Resource Management, Business, Engineering, or a related field. Equivalent professional experience may substitute for a degree.
  • 15+ years of experience leading large-scale federal IT programs, enterprise technology initiatives, or complex multi-workstream delivery environments.
  • Experience supporting VA, OIT, or similar federal health, benefits, or mission-focused IT environments.
  • Proven ability to manage large, complex, multi-disciplinary programs and teams, including 50+ personnel, task leads, and cross-functional workstreams.
  • Strong expertise in program governance, executive reporting, KPI development, performance management, stakeholder engagement, and strategic planning.
  • Deep understanding of Agile methodologies, project management practices, performance-driven delivery, and continuous improvement models.
  • Experience with hybrid infrastructure environments, including cloud platforms, on-premises infrastructure, and data center operations.
  • Experience with infrastructure modernization, data center operations, SIAM implementation, FinOps maturity, cost optimization, incident management, and/or site reliability improvement.
  • Experience using data analytics, dashboards, executive scorecards, and performance measurement to improve program outcomes.
  • Demonstrated ability to drive technical innovation, operational excellence, risk management, compliance, and audit readiness.
  • Strong financial management experience, including T&M level-of-effort management, underburn tracking, cost modeling, ROI analysis, and resource planning.
  • Exceptional written, verbal, and visual communication skills, tailored to diverse audiences and stakeholder groups.

Preferred Skills and Experience:
  • Certification in project management (PMP), Agile and/or SAFe.
  • Experience leading initiatives within the Department of Veterans Affairs Office of Information Technology (OIT), Veterans Benefits Administration (VBA), and/or Veterans Health Administration (VHA).
  • Experience leading SIAM and/or FinOps transformation initiatives in complex federal or enterprise environments.
  • Familiarity with ServiceNow, Power BI, Jira, enterprise dashboards, workflow management tools, and portfolio reporting platforms.
  • Experience with financial optimization, chargeback/showback models, infrastructure cost management, or business office integration in large-scale IT programs.
  • Background in enterprise modernization within healthcare, benefits, infrastructure, or regulated federal systems.
  • Experience supporting Franchise Business Office priorities, portfolio governance, funding alignment, and investment decision-making.

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.
