The Role

Utility is seeking a Proposal Development Engineer to support technical proposal development and early‑stage project activities. Reporting to the Director of Project Development, this role sits at the intersection of Engineering, Business Development, and Projects and plays a meaningful role in shaping technically sound, commercially competitive proposals.

This position is ideal for an engineer who enjoys creative problem‑solving, working across disciplines, and contributing to early project definition. This role focuses on front‑end loading (FEL), process simulation, and feasibility evaluations, that form the basis of proposals.

This role is based in Houston, TX and requires approximately 20–25% travel, including international.

Key Responsibilities
  • Develop customer‑specific technical and economic proposals using process simulation tools (ProMax preferred).
  • Perform CAPEX, OPEX, and Levelized Cost of Hydrogen (LCOH) evaluations.
  • Prepare technical documentation and respond to clarifications during proposal evaluations.
  • Improve internal tools, workflows, and assumptions to enhance efficiency and accuracy.
  • Assist in developing FEL deliverables such as PFDs, P&IDs, equipment specifications, and preliminary cost and schedule estimates.
  • Work with process, mechanical, and project engineering teams to ensure scope, schedule, and budget are met.
  • Participate in identification of technical risks and development of mitigation strategies.
  • Work closely with Engineering, Finance, Projects, Business Development, and Supply Chain teams to align technical solutions with commercial objectives.
  • Apply industry best practices and lessons learned to continuously improve proposal and FEL development processes.
Candidate Profile Required
  • Bachelor’s degree in Chemical Engineering.
  • Minimum 5 years of engineering experience, with exposure to feasibility studies, FEL execution, or technical proposal development.
  • Strong foundation in core engineering principles (thermodynamics, fluid mechanics, heat transfer).
  • Familiarity with process simulation and design tools such as ProMax (preferred), Aspen HYSYS, Aspen Plus, UNISIM.
  • Experience producing engineering deliverables such as PFDs, P&IDs, equipment specifications, and cost or schedule inputs.
  • Solid analytical, problem‑solving, and collaboration skills.
  • Ability to work effectively in the ambiguity typical of early‑stage and first‑of‑a‑kind projects.
  • Strong written and verbal communication skills.
Preferred
  • Experience in oil & gas, petrochemicals, industrial gases, hydrogen, or related energy industries.
  • Proficiency with tools such as Visio and Bluebeam (or similar).
  • Working knowledge of project management fundamentals, including scope definition, cost estimates, and schedules.
