The Construction Project Execution Division (CPE) is seeking an experienced, enthusiastic leader to lead a complex portfolio of projects. The successful candidate will provide the capabilities to CPE and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements. Specifically, the Project-Program Director is expected to be the lead portfolio manager, direct DOE O 413.3B project activities, oversee small projects including some that may be commercial scope, assist in all CPE planning and execution activities, and serve as line manager for senior level personnel in support of innovative, disciplined solutions for Laboratory's Excellence in Capital Projects execution.
The Project-Program Director provides senior program/project leadership and management of a complex and technically challenging portfolio, which is large in total budget and/or has strategic significance, requires multidisciplinary integration across multiple Laboratory organizations, and encompasses one or more discrete programs/projects. The Project-Program Director contributes to defining and articulating strategic visions and goals and to developing and executing programs/projects to support them. As the recognized authority within the Laboratory, the Project-Program Director brokers and partners with executive-level external and internal customers to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. The Project-Program Director has direct line management responsibility or draws upon deployed staff from line organizations to manage the planning, tracking, and execution of assigned program(s)/project(s).
Job Duties
- Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability. Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers.
- Functions as the recognized authority and primary interface with one or more executive-level external and internal customers to strategize, develop, negotiate, and define mission goals and program/project scope, in accord with Laboratory capabilities, capacities, and priorities, that balance the best interests of the customer, the program/project, and the institution as a whole.
- Provides leadership, vision, strategic and tactical planning, and overall direction for execution of one or more large, complex, and technically challenging portfolios requiring multidisciplinary integration across multiple organizations and may formulate, plan, initiate, and implement new program development initiatives of strategic significance in technical, operational, and/or programmatic disciplines.
- Directs the planning and coordination with executive-level external and internal organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with Department of Energy/National Nuclear Security Administration customers, other government agencies, academic institutions, and/or private industries.
- Serves as the Laboratory's lead for defined program/projects, with authority to negotiate with the executive-level external customer(s) and define work scope, schedules, budgets, and funding for that program/project work, priorities, and performance milestones.
- Serves as the lead agent of the executive-level external customer(s) within the Laboratory, with responsibility for developing methods, techniques, and evaluation criteria for programs/projects and for negotiating, authorizing, and directing the use of resources to meet work scope, schedules, budgets, and Laboratory goals.
- Exercises responsibility for direct reports or draws upon deployed staff from line organizations to manage large, multidisciplinary team(s) in the planning, tracking, and execution of program/project plans.
- Directs the integration of significant, unique, and/or complex program/project work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
- Applies advanced, expert-level knowledge and expertise to direct the development of an execution/implementation plan that covers the program/project work from conception to completion, the definition of work breakdown structures to assign programmatic deliverables to projects, or the development of other means to accomplish the work.
- Manages the interface with program, project, and line management to ensure performance and monitor and track cost, schedule, and progress against milestones.
- Identifies potential portfolio risks, develops risk mitigation strategies and corrective actions, and recommends risk acceptance/avoidance for all aspects of the assigned program(s)/project(s).
- Establishes reporting and documentation requirements with the executive-level external customer(s) and serves as the lead spokesperson to report status, manage expectations, and warn of upcoming issues to Laboratory executive managers and to the customer.
- Implements and enforces all Laboratory and regulatory guidance and governance specific to the program/project work of assigned portfolio(s).
- Ensures that all workers have completed the requisite training on safety and security.
- Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.
- Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
What You Need
Minimum Job Requirements
- Advanced, expert-level knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
- Advanced, expert-level knowledge of and demonstrated experience in the technical or operational discipline of the assigned portfolio(s).
- Demonstrated experience in successfully developing, planning, and managing technically complex and multidisciplinary programs/ projects.
- Advanced, expert-level knowledge of and demonstrated experience in implementing, enforcing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolio(s).
- Advanced, expert-level knowledge of and demonstrated experience in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
- Demonstrated expertise in management, supervision, and development of assigned employees.
- Demonstrated expertise in developing and nurturing effective executive-level external and internal customer relationships.
- Demonstrated experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
- Excellent oral and written communication and presentation skills.
Desired Skills:
- Ability to obtain a DOE Q clearance.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
